Head of Delivery & Test

Head of Delivery & Test will manage, deploy & co-ordinate all resources in a well-planned & controlled manner, ensuring that service requirements & resource levels are fully identified.

Head of Delivery & Test will develop linkages & greater coordinated working both within the service & with other services & key stakeholders to ensure that the service contributes to the development & delivery of key priorities with regard to service development & strategic direction.

Head of Delivery & Test will be responsible for advising elected Members, Committees, services & other stakeholders on matters relating to their service area.

Lead accountability for the implementation of systems & procedures in line with relevant statutory requirements & the proper application of corporate policies across all areas of the service.

Provide leadership & direction to the Delivery & Test function enabling the development of highly effective relationships within the ICT department & with stakeholders across the organisation.

Manage an ICT delivery interface to Council's directorates via the Business Engagement Directorate Leads to ensure ICT projects contribute to the delivery of the tactical & strategic change agenda of individual directorates.

Manage the estimating of approved projects, & the delivery of the ICT project portfolio on time, on budget & to the defined quality standards of my Public Sector Client, ensuring that key issues & risks are resolved or mitigated in accordance with programme governance.

Technical requirements (Role Specific)

Strong track record of managing a complex & wide-ranging project portfolio in a large ICT environment, working to tight deadlines & performance targets.

Successful experience of delivering large-scale transformational change at a senior level & developing partnerships with key stakeholders, including multi-million pound change projects.

Track record of delivery through variety of resourcing & sourcing arrangements.

PRINCE 2 practitioner or equivalent, & MSP practitioner.
