Head of Contracts & Supply Chain

Spring Technology are currently looking for a Head of Contracts
* Business KPI's and target savings met;
* Efficiencies delivered;
* Use of Corporate agreements for procurement maximised, leakage identified, diagnosed and rectified;
* Agreed commercially viable contracts in place to deliver revenue stream.
* Production of 2 x comprehensive Procurement/Commercial Contracts Sitreps for presentation to Excomm each year (plus additional reporting as directed by the CEO)
* Compliance with best practice, EU and UK regulatory requirements and Cabinet Office Major Projects Authority Gateway process for reviewing and testing procurement viability;
* Mitigation of risk and adherence to concept of obtaining best value from contract arrangements;
* Contract management plans included in all strategic procurement competitions;
* Feedback from internal and external customers concerning satisfaction with services provided;
* Stakeholders agreement of plans;
* Stakeholder feedback;
* Comprehensive and user friendly MIS reporting. Data used as an effective management tool which positively impacts on service provision;
* Effective implementation of category management plans and rationalisation of suppliers;
* Mitigation of risk and best value achieved within contract arrangements with suppliers;
* Corporate governance standards met. Compliance with best practice methods for procurement;
* Development and implementation of E-procurement capability;
* Targets met for improved efficiency within procurement systems;
* Safe working environment. Few recorded or no accidents/incidents or welfare problems;
* Well controlled audit and risk systems;
* Business continuity plans operational
* Transparency reports produced to the CEO and Minister as appropriate

Skills/Experience Required

Mandatory:
* Visionary leader with proven experience of implementing transformation programmes;
* Excellent commercial acumen and evidence of the ability to think strategically, creatively and analytically;
* Persuasive communicator with strong influencing skills and the personal impact and credibility to operate at board and Senior Executive levels;
* Educated to A level or equivalent standard with MCIPS professional qualification;
* Successful track record in managing a Commercial Contracts function including procurement and sales in an international environment within a public or large private sector organisation;
* Experience of negotiating and building partnerships with external customers/suppliers and developing strategic solutions to changes within the business operating environment;
* Good technical knowledge of EU and UK regulatory requirements and the application of OGC Gateway process to review and test procurement viability of project proposals;
* Good People and Project Management skills

Desirable:
* Degree level qualification and MCIPS;
* Experience gained within a commercial trading environment;
* Understanding of Central Government procurement systems and standards;
* IT literate. Excellent Excel and PowerPoint skills. Familiar with project management software.
