HEAD OF COMMERCIAL - PUBLIC SECTOR/GOVERNMENT/CIPS/MCIPS/PFI

An exciting 6 month opportunity has opened up for a commercial head.

THE IDEAL CANDIDATE SHOULD HAVE THE FOLLOWING ESSENTIAL EXPERIENCE:

- Experience of strategic supplier management
- Experience of working in or with the public sector on the contract management of complex services
- Relevant experience of working within commercial teams on major programmes or projects.

ADDITIONAL QUALIFICATIONS REQUIRED FOR THIS ROLE:

- Qualified purchasing professional (MCIPS) or working towards membership of the Chartered

Institute of Purchasing and Supply (CIPS)

Desirable is experience of working in or with the public sector on PFI contracts.

KEY TASKS AND DELIVERABLES

- Strategic oversight of the assigned portfolio.
- Ensuring continuity through a planned transition from the tendering/contract award into contract management.
- Contract and strategic supplier management.
- Development and ownership of the contract management manual.
- Manage and coordinate all updates of any commercial policies, strategies, plans and procedures.
- Accountable for all contract changes, in consultation with the Deputy Director of Commercial, ensuring the Full Business Case is not exceeded where the change results in net increases in the charges.
- Be accountable for all negotiation points especially around key change requests.
- Accountable for the pricing and monitoring supplier spend against budget and performance.
- Be accountable for all commercial procedures and ensure any lessons or improvements are incorporated and business process adapted to take into account any lessons and/or review recommendations.
- Be the point of contact for all supplier contractual issues and disputes, and escalation on supplier issues.
- Identify and mitigate contractual risk to reduce possibility for service failure and reputational damage.
- Deliver cashable savings against target.
- Main point of contact for escalation on all contractual issues and disputes that cannot be resolved, being able to evaluate, analyse the evidence and direct the way forward towards resolution
- Build strong working relationships with both internal and external stakeholders and customers communicating effectively any changes, issues and needs - being the first point of contact.
- Ensure their team is adequately briefed and trained to manage the change control approval procedures and all other aspects of cost management, payment management, performance and milestone approvals.
- Build and develop a commercial function which supports the organisation's development into an intelligent customer of services to support transitions. Commercial leadership of early market engagement activity to test market viability, including developing effective market engagement mechanisms to enable such interaction whilst remaining within procurement parameters.
- Leading on the development of commercial principles for each deal and ensuring their effective incorporation in service agreements. To manage a portfolio of multifaceted commercial projects and commercial transactions.
