The successful candidate will provide a strategic insight for the LR Connect Portfolio, detailing the transformation at Land Registry, offer digital services, digital organistation. With a £380m revenue stream, the scale and complexity of the requirements demands an experienced professional who can demonstrate extensive experience in the field of commercial management.

Frontend from the outset, the ideal candidate will provide strategic guidance from the very beginning of projects.You will be working in a 3 person senior level commercial team, which will require working collaboratively across the organisation to deliver the strategy, engaging with external support, finance director, head of procurement. you will have key relationships with the Land Registry executives (specifically the CEO and CIO), the Cabinet Office's Crown Commercial Service and Government Digital Service, ShEx, the existing procurement team and senior supplier representatives--to acquire a balance

Significant experience leading in at least ONE (but preferably several) of the following areas:

- Supplier Performance Management
- Account management/Business Partnering in a commercial environment
- Contract management, negotiation and conflict resolution
- Procurement across multiple categories at a senior level.
- Large Complex Commercial Transactions in either IT, Business Process Outsourcing (BPO) or Facilities Management (FM)
- The initial commercial thinking is likely to require the post holder to address commercial bundling approaches, lot structure, requirements articulation, commercial principles, risk allocation;
- Commercial leadership of early market engagement activity to test market viability, including developing effective market engagement mechanisms to enable such interaction whilst remaining within procurement parameters
- Commercial support for, and assurance of, business requirements - both functional and non-functional - through closely working with business stakeholders;
- Develop key internal stakeholder relationships and across government and the supply side to ensure value for money commercial structures and contracts are developed
- Manage a portfolio of multifaceted commercial projects and commercial transactions;

Essential:

A graduate level Professional qualification in Procurement management - FCIPS or MCIPS qualified, or equivalent

The organisation is embarking on a significant digital transformation programme and the Head of Commercial will play a key role in ensuring that Land Registry becomes a highly intelligent, commercially aware consumer of services. The Head of Commercial will provide commercial expertise across Land Registry's portfolio of major contracts. The post holder will work collaboratively with the existing procurement
play a leading role in the development of business cases and commercial strategies for major contracts;
develop effective commercial structures, test delivery and commercial models with suppliers take lead responsibility for developing an effective and competitive supply market to fulfil Land Registry's requirements;
build a team of commercial experts, then manage the team to support delivery of a series of complex procurement exercises from the first articulation of requirements to delivery of contracts and onwards into business as usual service provision.
