To lead and manage a team that enables the Chief Executive and Management Board members to work effectively as individuals and as a team to fulfil their strategic management responsibilities to deliver the Council's agreed priorities.

To run and co-ordinate projects and work to and from the Chief Executive and represent him as appropriate.  Advise the Chief Executive on all aspects relating to the conduct of the Council's business and on the Council's relationships with local and national stakeholders, particularly government offices.

To act as the interface between the Chief Executive and Management board, and Leader/Cabinet and other senior officers of the Council, and assist the Chief Executive in the effective running of the Cabinet/officer interface.

The focus points of the role are to:

- To liaise with senior managers within the Council and in external bodies in order to advise, inform, brief and give feedback to the Chief Executive on a wide range of issues both internal and external including local and national policy, emerging legislation, press enquiries and communication with external stakeholders eg government ministers, media and partners.
- To provide advice to the Chief Executive and Management Board on the Council's decision-making procedures and regulations, in consultation as appropriate with the Head of Democratic Services.
- To apply value for money principles and challenge policy recommendations or initiatives where necessary on behalf of the Chief Executive and Management Board.
- To manage effectively the budgets for the Chief Executive's office and deliver a value for money service, identifying savings and efficiencies wherever possible.To lead and manage complex projects on behalf of the Chief Executive on a wide range of business critical issues.
- To write and commission internal and external advice on emerging government policy and the formulation of local policies and corporate objectives.
- To be pro-active in creating and maintaining excellent lines of communication and good working relationships across the most senior level of the organisation, with both officers and elected members.
- To deal effectively with sensitive and complex issues, and maintain confidentiality and sensitivity at the highest level.
- To research, write and commission Cabinet reports on behalf of the Chief Executive.
- To be responsible for the efficient and effective running of Management Board, including the management of the Board forward plan, the writing and commissioning of reports and decision making about agenda items.
- To establish and maintain productive relationships with senior external partners, community groups and representative organisations, representing the Chief Executive where appropriate.
- To manage, motivate and develop the Chief Executive Office staff team to the highest standards, enabling the team to plan and prioritise allocated work, and to performance manage team members.
- To represent the Chief Executive and Management Board internally and across a range of local, national and pan-London stakeholders.


1  Track record of strong and effective leadership and management with proven ability to provide vision and direction to individuals and teams so as to gain ownership and commitment in a large, complex comparable organisation

2  Experience of working in a complex political environment and of acting as a lead advisor to senior managers and elected members

3  Significant evidence of a successful track record in establishing developing and maintain effective relationships with senior politicians, managers and external organisations
