REPORTS TO:Assistant Chief Executive Customer and Transformation - This role is accountable to the Assistant Chief Executive Customer and Transformation for responsibilities set out below.

RESPONSIBLE FOR:

- Responsible for the development and delivery of an effective business support function for the Council
- Responsible for co-ordinating and delivering support services to council directorates and for the prioritisation and management of resource to ensure timely, effective and efficient delivery of these services

ROLE PURPOSE AND ROLE DIMENSIONS:

- To manage the services with an establishment of approx. 300 staff with a staffing budget of circa £10m-£12m. In addition to the management of associated pooled budget
- To provide business support services, strategic leadership and management at the highest level ensuring integrated support services activity that meets the changing needs of the organisation effectively supports the operational requirements of the business area
- To lead the business support management team in the management of relationships of key stakeholders across the Council: developing the internal market for the business support and shared services functions and an action plan for delivering greater flexibility and cost reductions to services

PERSON SPECIFICATION

ESSENTIAL KNOWLEDGEAND EXPERIENCE:

-A recognised management or business qualification, or equivalent practical experience.
-Previous experience at senior level of the delivery of business support or shared services across a wide range of specialist disciplines.
-A clear appreciation of the demands of working within a multiple stakeholder, fast-paced highly political environment and close working with Cabinet Members and members of the Corporate Management Team.
-Track record of developing and implementing effective schemes for monitoring, managing and consistently achieving high levels of performance and quality in service delivery.
-Evidence of a strong grasp of local government financial procedures and audit requirements
-A thorough understanding of shared services and business support services arrangements
-Track record of delivering service innovation and significant organisational change.
-Experience of analysing and interpreting complex information and communicating it appropriately to a range of stakeholders.
-Knowledge of national legislation, policies, standards and initiatives relevant to local government and this role.
-Significant staff and budget management experience.

- Able to prioritise, make decisions and provide clear leadership including the establishment and maintenance of a performance management culture
- Persuasive and effective influencing skills and ability to foster partnerships and work collaboratively across boundaries in order to achieve performance results
- Assertive and strong communication skills with excellent listening and highly developed interpersonal skills, together with persuasive analytical skills
- Able to develop, communicate and gain ownership of a clear vision and direction
- Ability to act and think strategically, translating this to operational deliverables
- Ability to work at a senior level, exercise effective leadership and demonstrate credibility
- Ability to foresee and manage organisational risks
- A clear understanding and commitment to take effective action to promote equality and the value of diversity in service delivery and employment.
- Demonstrates high standard of ethical and personal conduct
- Ability to plan the objectives and targets for a large service and monitor the team delivery, and to be able to work concurrently on a wide range of issues and meet all required deadlines.
- Ability to oversee workload of multiple teams, and guide their prioritisation process
- Ability to build effective working relationships and inspire the confidence of elected members, business people, decision-makers, community leaders and local people.
- Seek customer feedback, eg through surveys and learn from it to improve services.
- Develop staff in customer skills
- Develop key service performance measures linked to support and shared services
- Deliver innovative solutions and different ways of working
- Seek ideas and solutions outside of the public sector

SPECIAL CONDITIONS:

-Required to attend occasional evening meeting and other events outside normal working hours.
-Have a good attendance record taking into account personal circumstances.
-Capable of independent travel within and outside the Borough.
-Be prepared to present to senior managers, Members and the public when required.
