Head of Application

Our large public sector client is looking for a full time interim Head of Application (ICT Service) for an initial six month contract based in Manchester City Centre.

Our client is looking for someone to start ASAP and will only be considering candidates who are available to start immediately.

This role will provide visionary leadership and management to ICT applications across our client to effectively support the aims and objectives of all services and meet the requirements of residents.

The role holder will work effectively as part of the ICT management team and with key senior stakeholders to determine the strategic direction of the ICT service and will ensure the development and successful delivery of corporate ICT services.

The role holder will provide leadership and direction, identifying and securing commitment to change and engaging and managing stakeholders in order to deliver service transformation and increased efficiency.

Provide professional leadership to the ICT application support function and establish and implement best practice in application management across all departments.

Ensure that all core applications are well designed, managed, maintained, supported, secure, resilient, cost-effective, fit for purpose and deliver the required business outcomes for our clients staff and their customers.

Proactively engage with Strategic Directors, Heads of Services and external partners in the strengthening of the capacity of the ICT service.

Provide leadership, direction and motivation to staff through appropriate management and identification of training and development needs, to ensure their performance and contribution to our client is maximised.

Support colleagues in business areas to maximise the return on their investment in core applications by ensuring the functionality within the applications are understood and utilised to meet the business requirements.

Contribute to decision-making by business areas on the purchase, design, redesign and build of applications, providing advice and developing detailed proposals as required.

Effectively manage and monitor budgets and other resources in accordance with our clients policies and service priorities, and lead the development of the Business Plan for the division.

Develop linkages and greater coordinated working with other council services and key stakeholders to ensure that the service contributes to the development and delivery of key priorities with regard to service development and strategic direction.

- CANDIDATES MUST HAVE a track record of successful direct management in a large, complex ICT environment.
- EXTENSIVE KNOWLEDGE OF LOCAL GOVERNMENT OPERATIONS AND LEGISLATIVE ENVIRONMENT AND SOUND UNDERSTANDING OF THE CHALLENGES FACING LOCAL AUTHORITIES, INCLUDING DETAILED KNOWLEDGE OF THE TRANSFORMATIONAL GOVERNMENT AGENDA.

CANDIDATES MUST HOLD AT LEAST ONE OF THE FOLLOWING

- TRACK RECORD OF SUCCESSFUL DIRECT MANAGEMENT IN A LARGE, COMPLEX ICT ENVIRONMENT.
- ITIL MALC OR EXPERT (OR EQUIVALENT)
- PRINCE2 PRACTITIONER (OR EQUIVALENT IN A STRUCTURED PROJECT MANAGEMENT METHODOLOGY)
- MSP PRACTITIONER OR MSP ADVANCED PRACTITIONER (OR EQUIVALENT)
- M_O_R Practitioner (or equivalent)
- EXCELLENT LEADERSHIP & STRONG PEOPLE MANAGEMENT
- EXCELLENT STAKEHOLDER MANAGEMENT
- SUPPLIER MANAGEMENT
- CONTRACTUAL COMMERCIAL UNDERSTANDING,
- PREVIOUS EXPERIENCE OF REVENUE BUDGET MANAGEMENT OF C5M.
- PREVIOUS EXPERIENCE IN THE MANAGEMENT OF AN APPLICATIONS FUNCTION (50+PEOPLE) - SUPPORT, CONFIG, DEVELOPMENT
- PREVIOUS EXPERIENCE OF WRITING AN APPLICATION STRATEGY/RATIONALISATION
- EXPERIENCE OF ITIL
