Functional Analyst Telecom & Network Engineering

Our client is currently preparing to launch a tender to Network and Telecom suppliers. Therefore, we are looking for an analyst who can help our client review and deliver the functional and non-functional requirements from business needs for ground to ground communication.

Task Review and deliver high quality functional and non-functional requirements; Lead the development of requirements from a business needs perspective. Be able to demonstrate detailed understanding of requirements in relevant area to provide insight into the context and rationale of the requirement

Elicit requirements using document analysis, requirements workshops, business process descriptions, use cases, scenarios, event lists, business analysis, task and workflow analysis, and or other viewpoints

Decompose high-level business and user requirements into functional requirements and quality, specified in an appropriate level of detail suitable for use by those must base their work on the requirements

Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards

Write requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely

Perform other related duties, as assigned, for the purpose of ensuring the efficient deliveries to the CPTF. Requirements Bachelors or Masters degree in engineering, Computer Science, Electrical Engineering, Telecom-munications, or equivalent professional ICT experience.

Minimum of 6 years relevant experience in networking and IT security. Knowledge of data communication protocols, TCP, IP,DNS, HTTP, S, FTP..., Firewall Security, VPN Technologies, Load Balancing, SSL, Proxy, Routing, Switching

Knowledge of Quality of Service and experience designing implementing QoS in an enterprise environment. Familiar with design concepts in LAN and WAN design. Proven track record and a solid understanding of requirements elicitation, analysis, specification, verification, and management practices and the ability to apply them in practice, familiarity with requirements engineering books and resources

Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements

Proven communication skills including: Written reports, papers, reports, Verbal able to talk with individuals and groups about their needs and ask the right questions to surface essential requirements information

Demonstrable organizational skills, including the ability to work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information.

Autonomy ability to deliver quality output with minimum guidance. Motivation and commitment to deliver under tight time constraints. Excellent communications skills with the ability to communicate with engineers and management Result-driven, readiness to change, customer focus, integrity and team player approach. Ability to work with large data sets Tenacity to obtain information

The languages of the Agency are English and French. For this particular post candidates must have a good knowledge of English. Knowledge of Dutch German would be an advantage.
