For an European Institution, we are looking for a Functional Analyst:

DETAILED DESCRIPTION OF THE TASKS:

The service provider will assume and/or assist in delivering the following tasks:

- Functional analysis within the field of finance and budgetary execution; analysing, testing, documenting and supporting information systems, in close cooperation with business owners and representatives, application architects, IT and support staff;
- Analysis of user requirements and modelling the business processes, business rules and design the data object models of new information systems, including prototyping;
- Formalising the requirements and assure coordination in the Business Object Models and Business Process Models, thus guaranteeing the documentation remains up-to-date. Ensure that artefacts and deliverables conformed to defined guidelines and applicable procedures, and are in line with the overall IS architecture;
- Production of use case models using UML notations, design and analysis models, implementation models, making full use of the available UML tools;
- Data analysis, Datamodelling using relational databases (eg Oracle, MySQL)
- Follow-up of the developments achieved;
- Liaise with business owners, business management including senior management and experts in budgetary management and accounting;
- Liaise with the technical design teams to ensure that the information systems implement the best solution for the business owners;
- Technical Interface between the project leader, the application architects, and the developers,
- Perform functional testing and/or liaise with the test team to help ensuring that business and functional requirements enter into the test stream correctly;
- Participation in technical working groups, progress meetings and meetings with the users, including those happening outside of EEAS services at Headquarters or in EU Delegations,
- Assist in estimate workloads, define plans, tasks and artefacts of projects, manage their regular follow-up, identify risks and guarantee successful results by performing daily follow up of the developments,
- Assistance in the technical documentation, the technical training, the deployment, the evaluation and the reporting
- Participation to missions in EU Delegations premises

WORKING ENVIRONMENT, KNOWLEDGE AND SKILLS REQUIRED

The tasks to be performed, IT Section working environment, and its development projects' life cycle require the following knowledge and skills:

- Very good knowledge of modelling tools and languages (eg UML),
- Good knowledge of software development methodologies (eg RUP, Agile),
- Knowledge of IT development,
- Very good EU Institution's financial and budgetary knowledge;
- Ability to cope with fast changing technologies used in application developments,
- Ability to work (speaking/writing) in English for all project artefacts and meetings, and a good understanding of French (is an asset),
- Ability to participate in multi-lingual meetings, ease of communication,
- Capability of integration in an international/multicultural environment, rapid selfstarting capability, self-motivated and experience in team working.

SPECIFIC KNOWLEDGE AND SKILLS

- Analysis, modelling and development for financial application developments;
- Experience with large, enterprise-level multi-user information systems;
- Experience with modelling using ARIS or EA tools;
- Knowledge of collaborative development tools (eg IBM Rational Team Concert
- (RTC), Rational Requirements Composer (RRC/RDNG), etc.);
- Good knowledge of ABAC Workflow;
- Good knowledge on ABAC WF interfaces, preferably on the web service interface;
- Working experience designing and/or maintaining financial local systems interconnected with ABAC WF;
- Good business knowledge on appropriations, budgetary commitments and payments;

THE CANDIDATES MUST HAVE 5 YEARS' EXPERIENCE IN THE "KNOWLEDGE AND SKILLS" DOMAIN AND 3 YEARS' EXPERIENCE IN "THE SPECIFIC KNOWLEDGE AND SKILLS" DOMAIN. A UNIVERSITY DEGREE IS ALSO MANDATORY. THE CANDIDATE MUST HAVE A KNOWLEDGE OF FINANCIAL REGULATION AND SYSTEMS IN THE EU INSTITUTIONS (ABAC WORKFLOW).
