French/Dutch Helpdesk Support with ITIL for long term Contract Belgium

For my client, a large government organisation in Belgium, I am currently looking for two Help Desk Support to start in the January for a long term project. FRENCH AND DUTCH SPEAKING IS MANDATORY.
The Helpdesk Support has the following tasks:
- Answers the calls of the users
- Takes note of the reported incidents or irregularities in the operation
- Gives first line support
- Incidents or irregularities : diagnosis, identification, formulation and solution
- Proposes an initial diagnosis and refer the issue to the second line, manages the tickets
- Inventory data of the IT equipment in the central database ( CMDB )
- Consolidation trend analysis ;
- Informs the customer.
EXPERIENCE & SKILLS:
- At least 2 years of relevant experience in a similar function
- Knowledge of the technologies used in the relevant field
- Mastered the current operating systems ( Windows XP, Vista )
- Knowledge of office software ( MS Office and OpenOffice )
- ITIL Foundation V3 certification is a MUST
- Bilingual Dutch and French is MANDATORY
