Financial Processes Workstream Lead - Public Sector Contract - 4 months - Edinburgh

An experienced and qualified accountant with excellent financial systems and some tax experience is required to work on a Tax Administration Programme of work with a major public sector client in Edinburgh. The aim of this project is to create the administrative capacity required to start collecting these taxes.

Purpose of Role:

The programme comprises a number of projects and workstreams. One of these is the Financial Processes workstream. This work is required to define the flow of revenue for two devolved taxes - from taxpayers, through our delivery agents. We also require to understand the monitoring and reporting requirements at each stage in these processes.

The successful individual will be expected to provide a description of the accounts and financial processes required; as well as the system requirements and a statement of requirements for monitoring and reporting.

The following Criteria will apply:

1. Focused and self-directed work to agree principles guiding the approach to the flow of tax revenue (20%)

2. The definition and management of the business goals and scope of the change required (20%)

3. Ensuring that proposed solutions comply with relevant standards (20%)

4. Supporting effective business change by building relationships with and between senior strategists, planners, designers and operational business partners. (20%)

5. Coordinating a small steering group to provide assurance on proposed approach (10%)

6. Sets, negotiates, agrees and manages financial budgets and targets for this change, especially to meet development and capacity needs. (10%)

Essential Skills:

*CCAB accountant or equivalent with experience of finance system specification, design and implementation

Desirable Skills:

*Project and programme management skills
*Experience in tax work
*Experience of Oracle E-business suite

Travel Requirements:
Based in Edinburgh but likely to have regular travel to Glasgow, and occasionally to Stirling or North Lanarkshire. May require occasional travel to associate offices in Glasgow, Birmingham or London.

Candidates require a basic Disclosure Scotland done within the last 12 months.
