The Financial Analyst in this contract position will be responsible for complex and comprehensive financial activities or functions including oversight and support in the areas of profitability analysis, operating expense trends, business plan development, budgeting, cost accounting and other areas relating to financial or managerial accounting and analysis. Involved in the direct support of operating department management by designing, developing and preparing accurate and timely reports and analysis, providing financial guidance and general business direction for influencing business decisions and the achievement of strategic goals. Will require an individual to apply a detailed understanding of financial concepts and principles to business operations. Helps provide financial leadership in all aspects of current and prospective business ventures.

MINIMUM JOB QUALIFICATIONS AND TECHNICAL COMPETENCIES

- BA/BS in Accounting, Finance, Economics, Business or Statistics with six to eight years of relevant and progressive experience
- CPA, CMA, MBA or ASA, along with health insurance experience preferred
- Demonstrated application of in-depth financial, actuarial, accounting and business knowledge
- Demonstrated ability to work with all levels of staff and management both as a self-starter and in a team environment, with skills at presentations and project management
- Above average ability working with complex PC and Mainframe software and systems both as currently used by the company and alternative industry standards
- Ability to think analytically and apply analytical techniques and to provide in-depth analysis and recommendations using critical thinking and sound judgment
- Ability to communicate effectively, verbally and in writing, with all levels of the work force
- Demonstrated ability to plan and organize own work, projects and the work of others in the department, with minimal supervision
- Ability to work very flexible and long hours as required, including out-of-town travel on short notice

ESSENTIAL FUNCTIONS

- Reviews, analyzes, investigates and reports on significant fluctuations between financial statements, line of business reports, budget variances and other financial data over different time periods.
- Designs, develops and implements processes to collect and analyze accounting, actuarial, underwriting, provider, business operation and marketplace data that are relevant to all phases of operations.
- Prepares and presents regular and ad hoc analysis to diverse audiences including Senior Management, Boards of Directors, and external agencies and regulators on a variety of Company historic and proposed activities, including implications for current and future operations.
- Designs, develops and customizes financial models and analysis utilizing advanced analytical techniques, complex financial systems and state of the art data query tools; helps direct the design, development, testing and implementation of financial and reporting system updates and enhancements, including updated internal controls as applicable.
- Reviews and analyzes profitability, administrative cost and budget reports, including variances to budgets and forecasts, recognizing business trends and trend shifts, initiates analysis to identify cause and effect relationships while providing insights and implications for current and future operations.
- Prepares forecasts, projections and analysis thereon of operating results and cash flows for a variety of products, lines of business and provider networks using forecasting methods and techniques that are responsive to seasonal fluctuations, environmental factors and marketplace competition. Provides a critical review of all financial projections.
- Provides financial assistance and support such as cost/benefit, return on investment and capital resource analysis for corporate projects and activities, including new business opportunities, proposals and bids, major contracts, system conversions, and new product development.
- Directs the preparation and analysis of annual budgets and business plans, including consultation with department, division and senior management. Works with Company management to develop and implement action plans, initiatives and programs to meet changing business conditions.
- Backs up and supports department Manager.
- Conducts business with high regard for corporate values and in compliance with Code of Business Conduct.
- Maintains high regard for member and Medicare beneficiary privacy and complies with corporate privacy and information security policies.
- Travel to other locations may be required.
