FINANCE PERFORMANCE AND MEASUREMENTS MANAGER

This is a job opportunity within Government for a senior finance position (Grade B2).

DUTIES

Direct Reports: Support role taking on responsibility of c. 2-3 people to deliver daily finance

initiatives and activities.

The team provides 'horizontal' support to IM(T) across a variety of areas

including DE & S accounting activities, Project Finance, IM(T) specific finance and

initiatives to enable structural change.

The support role will be responsible for the on-going organisation, preparation and facilitation of the periodic management reporting cycle in addition to assisting the design and implementation of the new pan-MoD approach to financial accountability, budgeting, forecasts and variance analysis.

The role will report directly into the Team Lead and be responsible for managing day to day requests for information and support from the wider IM(T) team. You will also be required to take on bespoke activities, independently working and liaising directly with MoD clients at all levels and often reporting against tight deadlines.

KEY OBJECTIVE

To support the Team Lead in managing the on-going core activities of the team and providing horizontal support across the wider IM(T) team.

EXPERIENCE AND QUALIFICATIONS

- Experience in working within a finance function of a government organisation, a strong understanding of government reporting standards and procedures in addition to experience of working within a private industry finance function would be desirable.
- Demonstrates a strong understanding of how the private industry accounts for inventory items (financial treatment/accounting options).
- Proven track record of engaging with cross functional teams to drive process improvements and improve financial control requirements.
- Ability to build strong relationships with key stakeholders across DE&S, Main Building and Front Line Commands, amongst other parties.
- Exposure/working knowledge across the supply chain functions (functions include supplier negotiation, demand and supply planning, supply base management, logistics).
- Strong business acumen with an ability to drive and make good business decisions that are typically complex and broad in nature.
- Ability to manage resolution of complex issues through an extended team in a fast pace development environment.
- Well organised and self-starter to independently take on roles and responsibilities and meet tight deadlines.
- Accountancy qualification CIMA, ACCA, ACA, CA would be desirable.
