FINANCE MANAGER - FULL OR PART QUALIFIED ACCOUNTANT, COMMERCIAL AND FINANCIAL ANALYSIS SKILLS, FINANCE OPERATING MODEL, MOD OR DEFENCE

A Finance Manager who is a full or part qualified accountant and with experience in Commercial and Financial Analysis, Finance Operating model implementation and has a background in MOD or Defence is required to work on a 3 month contract with the possibility of extension for a high profile Government organisation based in London

OVERVIEW OF THE FINANCE MANAGER CONTRACT ROLE

A Finance Manager is required to deliver high quality Financial Management services to all staff, including:

- Assisting in the preparation of a corporate budget and the subsequent management of this delegated budget.
- Providing input into the development of and then ensuring compliance with finance and procurement policies and procedures.
- Ensuring regular review of expenditure takes place; developing relationships with budget holders and/or managers and understanding their priorities and spending plans; providing advice and guidance.
- Production of monthly, quarterly and annual financial accounts, budgets and forecasts and ensuring that cash flow forecasting is continually improved.
- Liaising with budget holders and/or managers to collate information and identify key financial risks, pressures and opportunities.
- Develop a financial operating model and ensure maintenance of financial ledgers and accounting processes.
- Adminstration of the evidence of need and drawdown of Grant-In-Aid.
- Assist with the management of the outsourced finance and payroll contract and supplier.
- The Finance Manager will also be expected to contribute to the establishment of a working relationship with the MOD sponsor team, the internal audit function, NAO and HM Treasury.
- Provide ad-hoc support to the Regulation team to assist with their analytical work.

KEY SKILLS REQUIRED FOR THE FINANCE MANAGER

- You will be a fully or part qualified accountant (eg. CCAB, ACA, CIMA, ACCA, CIPFA) or (AAT or equivalent) qualification
- You will have strong commercial and financial analytical skills with the ability to interpret data, generate insights and construct solutions.
- You will have experience in Finance operating model implementation
- You will understand Risk management: identifying and managing risks and ensuring the Firm's frameworks are implemented appropriately and effectively
- You will understand Practice development: contributing to processes and initiatives that are key to scaling the business
- You will be experienced in Efficient Finance Operations - cost optimisation, shared service centre efficiency/design/implementation and Finance function recovery and stabilisation
- You will be able to give Effective Decision Support including planning, budgeting, forecasting and cost -management, improving decision support
- You will be experienced in Finance Strategy and Transformation - managing through organisational change, Finance Transformation
- You will have experience of Due diligence, financial base lining and transactions
- Experience of working in a similarly sized and funded NDPB, or in the start-up phase of a public body would be an advantage but is not essential.
- MoD or Defence exposure is highly desirable

The role is based in London this is commutable from Reading, Milton Keynes, Bedford and Canterbury
