Senior Project Finance Manager required for our public sector client to lead the development, implementation and operation of the financial management and reporting processes for the Digital/Telecoms project within a large public sector organisation

Overview of role:
- monitor and manage the performance of the Supplier and the effective operation of the contract in relation to financial matters
- oversee and manage the Authority's interactions with the Supplier in relation to financial matters
- monitor and manage the effective operation of the various funding agreements associated with the Project, including liaison with SG, BDUK, ERDF and Local Authority funders in financial matters
- manage financial budgets (including budgets for management and administration of the Project as well as capital funding budgets) and prepare and present accurate forecasts and status reports, setting out on progress against targets and expected out turns
- manage the financial administration team that will support the Finance Lead in the execution of the financial management and reporting processes and responsibilities for the Project

General governance and reporting requirements:
- report to the Programme Manager and as appropriate, the Programme Director in relation to financial performance, management, governance and control of the Project

In relation to Implementation/Network Deployment:
- monitor and manage the financial aspects of network deployment with the objective of promoting extended coverage

In relation to the delivery of operational services by the Supplier:
- develop with the Supplier the processes and requirements for the application of the financial elements of the contract post implementation, including for example financial reporting, Project Accounts, Investment Fund, Innovation Fund and claw back

In relation to funding agreements:
- develop and agree with funders the processes and requirements for grant claims, approvals and drawdowns
- monitor and optimise expenditure in line with the terms of each funding agreement with the objective of maximising coverage

Essential skills:
- Relevant Accountancy qualification. Candidates with equivalent directly relevant experience operating in a similar role will be considered
- Experience of the financial management of contracts for large scale public sector investment projects
- Experience of managing and negotiating changes to contracts for large scale public sector investment projects
- Experience of managing funding agreements with external funders
- Experience of EU funding agreements and claims processes desirable
- Experience of public sector budgeting, forecasting and budget management (covering Capital and Resource Budgets)
- Experience of preparing business cases for funding and other resources
- Excellent financial analysis and communication skills
- Proven ability to report and present at a senior management/board level
