My client are keen to take on an experience Finance Consultant for the following role:

Main duties and responsibilities:
Overall responsibility for accounting procedures and payroll, contributing fully to the development of departmental strategy across all areas, challenging assumptions and decision-making as appropriate and providing financial analysis and guidance on all activities, plan and targets.
Preparation of financial reports and briefings, such as tax returns, balance statements, and any legislative requirements.
Research, preparation and submission of budgets; ensure that all financial matters are in accordance with legislation and ethical accounting practices.
Preparation and implementation of tender documents and purchasing practices; potentially, responsibility for insurance, licensing, contracts, supplier relationships etc.
Provide direction and leadership to the department; Recruitment, motivation, selection, training and promotion of financial staff and participate in financial, human resources and strategic planning.

This role is to establish and lead a business critical financial accounting function. The job holder will be responsible for ensuring that the organisation correctly accounts for all financial transactions and delivers timely and compliant Annual Report and Financial Statements.

The job holder will be responsible for:
* Preparation of the Annual Report and Accounts
* External reporting on financial matters;
* Establish and maintain accounting policies;
* Facilitation of the external Audit process
* Maintain key controls to ensure integrity of financial reports;
* Developing and managing financial accounting systems and policies;
* Acting as 'intelligent customer' for functions supported by Shared Service;
* Making financial decisions and advising key bodies and individuals, such as management boards and budget holders, using financial management information;
* Advising on the financial engineering of products to ensure that the appropriate accounting treatment is identified and providing timely interventions to address any adverse accounting, budgetary or risk implications;
* Ensuring that the organisation is compliant with and optimises the application of accounting practice and application developments in public sector financial and management accounting practices;
* Balance Sheet and management and reporting, including asset valuations and impairments and reconciliations

Skill set:
* Leading and Communicating. Financial accounting and reporting. Financial management. Application of IFRS accounting standards, including knowledge of IAS32, IAS39, IFRS7, IFRS13 and emerging practice affecting financial instruments. Government accounting practice (FREM) desirable. Knowledge of accounting for financial products
