Robert Half Management Resources are looking to engage with a senior Finance Business Partner to support a local governement organisation.

This is a key post within the Finance Team championing excellent management of financial resources, promoting efficiency, high performance and overall value for money. It ensures that officers and members are provided with high quality strategic advice and direction on financial strategies, policy, standards and practices, enabling Services to make timely and well-informed decisions in the knowledge of the impact those decisions will have financially on the Council. It will drive the delivery of productivity and efficiency improvement and cost reduction plans across the organisation.

In order to be considered, you will be;

Ø Fully Qualified Accountant (CIMA)

Ø Knowledge, experience and understanding of financial management and financial frameworks in a large organisation

Ø Minimum of five years management experience

Ø A good understanding of the overall financial and business context facing Local Authorities, their financial plans and medium-term outlook.

Ø An understanding of the specific financial and business context facing the specific business area (ie People, Place, Neighbourhoods or Major Capital Schemes) their financial plans and medium-term outlook.

Ø An appreciation of financial governance that apply to Local Authorities, as well as procedures and financial data sources and their application within directorates.

Ø Demonstrable experience of striving for excellent financial management and high financial standards.

You will also have the ability to;

- Drive the improvement of customer service.
- Translate ambition into operations.
- Focus services on the needs of the service user, rather than on the needs of the service provider.
- Translate strategic requirements into managerial action.
- Foster positive relationships, co-operates and negotiates with a network of internal and external peers.
- Actively work to maintain momentum across delivery team during change.
- Shape the implementation of plans.
- See the change plan through to realise the benefits.
- Maintain an awareness of technical and operational requirements and possibilities.
- Develop technical and operational requirements and possibilities.
- Integrate plans with the overall objectives of both the council and central government, including as measured by key national and local performance indicators.
- Communicate effectively with a range of audiences, adapting style accordingly.
- Promote a positive image of the service.

Experience of Social Care in Adults and/or Children, the Better Care Fund and DSG contracts is essential.

The role will be based in the South West and start immediately.

The role is set for 6 months with a day rate of £300 - £350 per day DOE.
