CONTEXT
The NCI Agency (NCI AGENCY) provides secure end-to-end CIS services and support to NATO and NATO nations. NCI AGENCY Finance is responsible to the General Manager for all aspects of the management and control of assigned budgets, to include associated budgetary, fiscal and procurement activities as well as the promulgation of financial policy and provision of financial advice to NCI AGENCY. The Accounting and Operations Branch is responsible to the Financial Controller for the financial management of non-appropriated funds available to NCI AGENCY activities and for the performance of accounting and treasury functions in NCI AGENCY, including liaison activities with other organisations dealing with the execution of funds allocated and accounted for in the Centralised NATO Automated Financial System (CNAFS). The Incumbent is responsible to the Branch Chief- Head of Accounting and Operations- Service Delivery for the administration of all transactions necessary for the preparation of the annual financial statements and the processing of all payment vouchers including payroll payments. The incumbent is the Section Head General Ledger and Accounts Payable, and acts as Head of Accounting- Service Delivery in his/her absence.

PRINCIPAL DUTIES
The incumbent's duties are:
*As Section Head is responsible for providing responsive fiscal, accounting and treasury services to the NCI AGENCY HQ, NCI AGENCY CIS Sectors and the NCISS Latina School for Military Budget and NATO Security Investment Programme (NSIP) budgetary funding allocations..
*Ensures appropriate records are maintained, updated and accurate.
*Oversees processes that are required to document fund availability, ensure propriety of proposed
*expenditures, and checks the validity of required payments and receipts.
*Ensures that all accounting and payables transactions are accomplished in accordance with NATO Financial Regulations, implementing instructions and directives.
*Prepares, reviews and consolidates all NCI AGENCY cash requirement forecasts and calls for contributions from NATO member countries.
*Ensures timely receipt and control of funds. Forecasts cash requirements for international budgets and projects to estimate cash flow to ensure NCI AGENCY calls cash in order to liquidate all recorded financial obligations.
*Advises separate budget, project, case and programme holders of the status of accounting records, and ensures they reflect the legal status of their accounts and they are consistent with NATO guidance.
*Assist in programmes to provide for periodic review and validation of these accounts.
*Supervises and provides advice in the further development of the Centralized NATO Automated Financial System (CNAFS) modules supporting fiscal, budget, fund management, purchasing and contracting, travel, fixed assets, inventory functions and participates in working groups associated with these issues.
*Advises the NCI AGENCY Financial Controller/Division Head and Branch Heads on appropriate accounting and fiscal procedures to be utilised for contingency operations, as required.
*Assist in preparation of Consolidated NCI AGENCY Financial Statements; Statement of financial performance; Statement of financial position; Cash flow statement; Budget Execution Statement and other necessary components of the Annual Financial Statements in accordance with NFR and IPSAS standards.
*Tracks customer funded revenues, issuing invoices to ensure timely recovery of amounts due to the Agency.

ADDITIONAL DUTIES
*May be called upon to perform like duties elsewhere in the Agency, according to the exigencies of the service.
*The incumbent may be required to undertake operational deployments and/or TDY assignments both within and without NATO's boundaries.

Professional/Experience Specialisations:
*Financial Management And Acquisition - Finance - Fiscal And Accounting
*Includes all activities involved in control of accounts and financial activities: reconciliation of accounts, preparation of payrolls and examination of vouchers; records and controls commitment, obligation and expenditure of funds; preparation of reports of financial position; conducting cost accounting and analysis.
*Formal training in accounting or financial management is essential. Formal training or experience in automated financial management systems is desirable. The individual should have directed or assisted in directing the accounting or fiscal work in a prior assignment.

Specific Experience:
*Experience as an accountant at corporate level (or equivalent) in an international commercial or multi-national governmental organization. 5 years' experience in a financially-related field.
*Extensive experience with operation of automated accounting systems used in the public or private sector.
*Experience and knowledge in the application of NATO financial rules and regulations.
*In depth knowledge of oracle financial applications.
*Comprehensive knowledge of financial management, public and non-public fund accounting processes and procedures.
*Experience in applying International Public Sector Accounting Standards (IPSAS) in financial activities.
*Background in NATO Command Structure and familiarization with NATO Financial Management processes.
*Knowledge of the day-to-day operations of a large and complex CIS management organisation is desirable.
