FACILITIES PROGRAMME MANAGER - FACILITIES MANAGEMENT - BIFM - CIOB - RICS - COUNCIL - BUILDING MANAGEMENT - BUDGET CONTROL - SENIOR PROJECT MANAGER

I am currently recruiting for a Facilities Programme Manager on behalf of a council based in South London. This is a contract role with a minimum term of 3 months but enough work to sustain over 12 months work full time.

ROLE PURPOSE AND ROLE DIMENSIONS:

To support the Council by managing and co-ordinating various workstream projects which are required to maintain and enhance their extensive portfolio of buildings. Currently there are a number of high profile projects which require the input of an experienced Project Manager who can engage quickly with the team and the task ensuring the programme is delivered on time, within budget and to agreed quality standards.

ESSENTIAL KNOWLEDGE:

- Extensive knowledge in at least one of the specialist areas below:
- BUILDINGS: extensive and demonstrable knowledge of major works encompassing building construction disciplines and knowledge of the operational and legislative environment affecting different types of building projects. Understanding of construction considerations for public sector schemes including delivery of office buildings, cultural and leisure facilities, libraries, delivery of projects in occupied public buildings, British Standards, Design Manuals, Codes of Practice, BREEAM, Health and Safety, relevant Acts, funding streams, etc.
- PUBLIC REALM: extensive and demonstrable knowledge of civil engineering and urban design projects and programmes, including sound understanding of disciplines and underlying legislation related to traffic management, road safety, highway and non highway drainage, structures, environmental transport, transportation planning, horticulture and landscape design, greenspace and play initiatives, British Standards, Design Manuals, Codes of Practice, relevant Acts funding streams, etc.
- Comprehensive understanding of the technical, legal and commercial forces that affect and influence capital projects and programmes.
- An implicit understanding of the project and programme management tools necessary to coordinate and mesh several concurrent, complicated and challenging workstreams.
- Knowledge of how to create, lead and manage a high performing project team
- Understanding of how to structure a programme so that decisions are made in a timely manner by considering: the decision making process, the information necessary to make the decision, and the resources it takes to produce the information
- A degree in a construction, civil engineering or design related discipline, or significant equivalent professional/industry experience.
- A further project management qualification is desirable.
- Membership of or eligibility for a relevant professional association, eg CIOB, RICS, ICE, BIFM
- Considerable and up-to-date knowledge of facilities management, construction and design techniques, relevant legislation, national policy and contract law.
- Significant knowledge of health and safety issues in construction, including extensive understanding of the Construction (Design and Management) Regulations and other associated health and safety legislation and protocols.

ESSENTIAL SKILLS AND ABILITIES:

- Proven ability to create, lead and manage a interdependent virtual high performing team.
- Experience of leading a team of internal and external professionals to deliver a high intensity, bespoke and ambitious programme of change, managing and motivating the project team, ensuring that they have the necessary support and resources to deliver according to programme, and within budget.
- Demonstrable client communication and management skills and an expert in developing and maintaining relationships with a diverse group of project team members, stakeholders, customers and clients.
- Experience of creating and monitoring specialist capital projects and programmes.
- The ability to assimilate and analyse a large amount of disparate information and concisely and communicate a clear message to a variety of clients, customers, stakeholders and team members, using a variety of mediums and methodologies including, written, oral, diagrammatical and visual to best suit the needs of the recipient.
- Chairing and leading meetings at a senior level
- The ability to work under pressure and deal with difficult situations
- The ability to communicate with senior councillors, council officers (Chief Executive, Executive Director of Customer Service and Corporate Resources).
- The ability to develop and implement the necessary programme and project management systems and controls, including a dynamic detailed project plan; and change control, quality assurance, budget monitoring, communications, risk and issue management systems.

ESSENTIAL EXPERIENCE:

- Significant experience of day-to-day programme management, including procurement and financial management, of capital projects and programmes, in at least one of the following disciplines:
- BUILDINGS: considerable experience of contributing to the successful delivery of building fit out and construction projects within a facilities management arena,
- PUBLIC REALM: considerable experience of contributing to the successful delivery of refit, new-build and demolition programmes and maintenance infrastructure and associated works.
- Significant experience of managing health and safety issues in fit out, construction, and demolition including the Construction (Design and Management) Regulations and other associated health and safety legislation.
- Leadership and management of a complicated and demanding series of projects and programme of works.
- Working within or for a local authority client, gaining an extensive understating of the democratic processes that influence the decision making route and the implications for successful delivery of major capital programmes.
- Negotiating and agreeing professional services agreements.
- Creating and implementing programme management controls such as; strategic programmes, procurement programmes, design programmes, client reporting, coordinated meeting schedules, project organisation charts.
- Chairing and managing meetings to successful outcomes.
