A key member of the North West Housing Contracts Team, the Facilities Manager will manage all aspects of the Facilities Management for the North West region to ensure successful delivery of a high performance, high quality, and commercially viable service. They will ensure that all Service Users and staff are fully supported and maintain excellent relationships with external agencies and partners, ensuring that all properties within the allocated portfolio are safe, habitable, fit for purpose and fully equipped in accordance with COMPASS Standards and the current tenancy agreement with the relevant landlord.

Administer Facilities Management within the UKBA COMPASS Dispersed Accommodation contract and ensure regional compliance in collaboration and consultation with the Service Delivery Manager and Compliance Manager.

Assume line management responsibility for Maintenance Field Staff and Field Housekeeping staff assuming responsibility for ensuring all people management-related activity and administration throughout the employee lifecycle is completed and ensure employee data is accurately maintained in liaison with My HR (HR Shared Services) and approve workflows in SAP i.e. POs, expenses within delegated authority.

Ensure that all company policies, procedures and processes are communicated to accountable staff and that they are adequately maintained.

Control of authorised budget as cost effectively as possible contributing to the efficiency of the contract; ensure active management of Inventory, Maintenance Trade Cards, ensure only authorised overtime and out of hours service.

Develop and maintain effective relationships with the customer and external organisations as required; develop and maintain effective relationships with the landlord network;

Comply with the requirement in Section 55 of the Borders, Citizenship and Immigration Act 2009, that in providing services on behalf of the Authority (UKBA) promote and safeguard the welfare of children who are in the UK and take into account the guidance contained within that Act.

Support the Contract Manager to develop and maintain a training and development plan in line with business requirements, ensuring staff are competent in their roles and developed in line with business and individual objectives.

Ensure that all responsible areas have appropriate Health and Safety risk assessments, Safe Systems of Work, COSHH, fire drills. Ensure that all other Health and Safety regulations are met and that all areas are reviewed at least annually. Ensure that all managers and staff are aware of current legislation and UKBA policy on Race Relations and receive Diversity training accordingly.

Attend and chair required meetings, for example: daily/weekly operational meetings, Contract and Compliance meetings, Senior Management Team meetings and disciplinary and appeal hearings

Strive for the continuous improvement of the contracts, developing systems where appropriate in line with customer requirements and regulations, contributing to business success

Ensure that systems are in place and maintained which ensure that Performance Targets are continually monitored and recorded and ensure that all data relating Contract Compliance is supplied to the Contract Manager and where appropriate provide input into the reporting requirements of UKBA

Control key storage and distribution of duplicate keys, manage all inventory and stores, including purchasing, stock control and conduct regular internal audits.

Where necessary manage sub-contractors in line with Serco Policies and Procedures, assume role of Tool manager to assist with purchasing and ensure regular internal audits are conducted.

Liaise with Transport Manager and ensure a system operates to record all incident management, mileage and vehicle tracking systems

Ensure adequate Utility Certificate Management including recording, quality control and Gas Safe Registration.

Ensure waste collections are managed and assess the environmental impact suggesting improvement where necessary.

Maintain an effective system for Defect Management including, reporting, logging of incidents, recording on the VECO system and KPI management.

Qualifications, training and experience required

Qualifications and training:

Desirable: Qualified to degree level or equivalent, possibly with post-graduate training/qualification.

Previous experience:

Essential:

Excellent people management skills with evidence of improving/driving team performance;

Operational management through a diverse internal and external supply chain operation.

Previous experience of Facilities Management

Proven experience of managing/training staff

Desirable:

Experience of working within the Immigration area

Experience of working with/knowledge of UKBA
