Projektbeschreibung

TASK DESCRIPTIONS

1. Responsible for leading large cross-functional projects; which includes development, coordination of all assigned staff, implementation and monitoring. Also negotiates acceptable implementation dates for system changes with all affected areas.

2. Leads department meetings to coordinate cross-functional projects and processes. Provides technical and business guidance.

3. Represents Facets Configuration in an advisory capacity to CBC and personnel in and outside the Plan on Corporate, Divisional, and Departmental project teams; task forces; etc. Includes substituting for Director and Sr. Director on Steering Committees and in various Corporate Team roles.

4. Participates in task force projects affecting various automated systems to translate business requirements into system requirements and to assess the impacts on existing initiatives.

5. Provides guidance on technical and business issues to CBC and personnel in and outside the Plan. Assists users in understanding applicable IT concepts for specific business functions.

6. Reviews user specifications and/or test results produced by department analysts prior to implementing production changes. Also critiques and approves system proposals for accuracy and effectiveness.

7. Attends various committee and department meetings to deliberate project requests, to provide technical advice, to report status, to promote awareness and to advise higher level involvement.

8. Analyzes impact of legislation, policy, procedure and/or related database/table/system changes on various systems. Recommends modifications to increase effectiveness and contain costs.JOB REQUIREMENTS

1. A minimum of ten years work experience in technical or operational function. A Bachelor's Degree in Business Administration, Health Planning and Administration, Information Systems, Computer Science or a related field. Continued higher education is strongly recommended.

2. Knowledge of the health care industry. Includes knowledge of standards, policies, and familiarity with business practices and procedures for multiple departments/systems, especially those related to claims administration, information services, provider network, clinical, account administration, marketing, rating, underwriting, actuarial, customer service, and corporate performance. Also includes an understanding of the corresponding business practices and interrelationships with other Plans.

3. Ability to communicate effectively with all levels of internal/external personnel to prepare written materials and oral presentations for technical and non-technical audiences. Includes seasoned negotiation/persuasion skills to lead meetings and ensure mutually agreeable solutions among multiple departments/Plans, as well as, successful completion of a project.

4. Advanced knowledge of data processing terminology and concepts. Includes knowledge of batch/Real Time processing environments, sequential versus random processing and remote teleprocessing concepts and web-based technologies (Internet/Intranet).

5. Advanced knowledge or experience in 2 or more Facets applications, Crystal, ACCESS, EXCEL, and other 3rd and 4th generation software. Also includes knowledge of on-line change methodologies such as Remedy and Quality Center and Web-based products and Microsoft Office Suite.

6. Knowledge of and experience with ITS, BlueCard Program, and HIPAA ANSI Standards which includes translator and mapping capabilities.

7. Advanced knowledge of planning and control, as well as, experience with project management techniques. Includes experience in planning, organizing, leading and managing multiple projects concurrently.

8. Advanced knowledge of problem-solving and structured analysis/design techniques. Includes the ability to understand complex inter-related systems and to independently resolve business and technical problems encountered.

9. Ability to adapt to constantly changing priorities. Includes ability to work with minimal supervision and to inspire teamwork among diverse groups.
