The post holder reports to the People and Culture Programme Manager within the College of Policing Change Programme. The role is critical to ensure that the client has integrated ethics and intergrity throughout the skills, education, performance management and behavioural competencies. This work overlaps with the Ethics and Integrity Programme.

The individual will be a skilled senior learning and development specialist who has worked in the leadership and organisation wide skills and education programmes where major change has been required across an organisation - spefically where public trust is fundamental.

MAIN PURPOSE OF THE JOB:

- Design and deliver the leadership and skills framework aligned with the target operating model that embeds ethics and integrity whilst ensuring that these skill sets are Embedded into the clients BAU team

MAIN DUTIES AND RESPONSIBILITIES:

- Undertake a review of the education and skills and knowledge required to deliver the 'base camp' skills, knowledge and behaviours that the client will require within the first 100 days and within the first two years where ethics and integrity are clearly Embedded.
- Working with the Business Change Manager, Ethics and Integrity Programme Team and OD and Capability Lead, develop and deliver business critical leadership and management skills training that will drive the culture and behaviours from day one.
- Working with the People and Culture PM and Head of HR, support the development of the overall people strategy for the new College of Policing which will cover all people process eg HR policies, HR operations delivery, talent and organisation strategy, recruitment strategy, pay and reward, and performance management and will align to the business plan.
- Identify, design and deliver early organisation development interventions that put in place the foundations that will effectively embed the early key critical skills, behavioural competencies and knowledge requirements.
- In conjunction with the OD and Capability Lead and the PDR, design and deliver an effective on-boarding process for all new and transitioning employees to the client
- Working with Business Change, ensure an effective skills, knowledge and education process is in place to ensure that individuals are able to move to the new organisation structure and ways of working smoothly.
- Create and implement an auditable process where the client is able to demosntrate that ethics and integrity and truly Embedded and not just an 'add on'.
- Prepare reports to the College's Executive, Committees and other Governance bodies as required and prepare policy proposals for consideration as directed by the People and Culture Programme Manager

KNOWLEDGE AND SKILLS

- MCIPD and/or Organisation Development qualification equivalent
- Demonstrated success in developing and delivering learning & development solutions where ethics and intergrity (or similar codes of ethics) has needed to be Embedded within an organisation
- Successful track record in leading a project in a fast moving transformation programme
- Experience in developing and delivering team and management skills solutions preferablyin a major structural change environment
- Strong commercial acumen, excellent ability to analyse and assess data in a rapidly moving environment
- Effective project management skills
