Estates Technician

This role for Estates Technician has been released on a temporary basis initially as it's a maternity cover. The Estate Technician in the Commercialacross whole of the third-party occupied buildings.
* Work with the Commercial Debt Recovery Officer to co-ordinate the management of arrears of planned maintenance and service charge, liaising with tenants as necessary.
* Arrange for the checking and payment of utility invoices, identifying where the cost is associated with a void property or an item to be included in a service charge.
* To undertake detailed investigations into the Title and Town & Country Planning status of all classes and types of property included in the Council's estates, in its care, or required for the execution of its duties and responsibilities. This is to be done to ensure the premises meet the Council's requirements.
* To assist in preparation, submission and pursuit of Town and Country Planning Applications for the development and improvement of property in the team's care so as to ensure premises can be put to the best use in achieving the Council's policies or realise the highest and best value when disposed of.
* Assist the Estates Surveyors with the management of specific properties, which may include assistance with rent reviews, lease renewals and new lettings.
* To inspect the common parts of buildings in mixed use occupation on a regular basis, liaising with building surveyors and tenants as necessary. Maintain records of information about common parts including key numbers, details of all relevant services.
* To monitor the time in which the tenant must carry out works, liaising with the Estates Surveyor and the building surveyor as to when follow up inspections are required.
* The Valuers Manual is the guidance issued to all team members to ensure that a consistent approach is taken to the roles and tasks undertaken. The Technician is to ensure that the guidance remains up to date in the Manual, although this does not extend to re-writing the guidance.
* To advise the Group Manager of potential conflicts in objectives and to present viable options for their resolution

You should match the following criteria:

* an education to A-Level or equivalent
* competent use of Windows-based PCs and software and proficient in the use of Microsoft Word, Excel, Outlook
* relevant property experience particularly in estate management
* data processing skills
* experience of issues affecting the management of service charges and sinking funds
* previous experience of working in a large organisation
* the ability to understand and work with plans and records
* being adaptable and able to priorities workloads
* working as part of a team to achieve set tasks on time and within budget
* able to work in partnership with others to achieve the common objectives
* a clean current UK driving licence and have a vehicle available for business purposes
