Estate Manager

Capita Health and Wellbeing Ltd have been awarded a 5 year managed service contract by the Department of Work and Pensions (DWP) for the provision of Personal Independence Payment (PIP) Assessment Services across Northern Ireland.

The assessments will be delivered through a network of local consultation centres across central the region, utilising both existing and new Capita centres and those of disability group partners, mobile assessment units and through home visits. All assessments, the majority of which will be face to face, will be conducted by a nurse, doctor, physiotherapist or other trained healthcare professional.

The role of Estate Manager is a key implementation position reporting to the Programme Manager with responsibility for the search, selection, procurement, design, fit-out and delivery of the consultation centres that will form our estates solution - working with internal delivery teams and external partners and charity organisations as appropriate. Following successful implementation, the role then moves into the business as usual delivery team responsible for the continued delivery of the estates solution to support the service.

Key responsibilities will include:
* Review the forecast volumes and proposed estates solution from the bid phase
* Accurately capture all business requirements and specification to feed into the design process. This will involve working directly with DWP and other stakeholders as appropriate
* Work with internal delivery units to identify current estate which can be leveraged to deliver the service and secure this as appropriate prior to service go-live
* Work with internal delivery units to identify new premises required for service delivery, negotiating lease terms as appropriate and required and delivering the fit out of the estate to the agreed client specification prior to service commencement
* Work with internal delivery units to procure and fit out mobile units as required to the agreed client specification prior to service commencement
* Work with claimant representative groups and charities to agree to the use of their premises as consultation centres where agreed and appropriate, ensuring these are fitted out to the agreed client specification prior to go-live
* Fully test the estates solution prior to service commencement, including the writing of test processes, documenting results and monitoring progress on issues for corrective action
* Plan, schedule, monitor and report on overall progress and initiate corrective action, as appropriate, to ensure that the deliverables are produced on time and within budget

This will be an interesting and varied role, positioning you at the very start of this major framework. It is an ideal opportunity for an experienced FM/EM to shine, or to provide the next challenge for a skilled Facilities or Account Manager experienced in programme implementation.

This post is offered as an interim role initially, c. 6-12 months although this may extend.

Ideally you will have:
* Experience of requirement gathering, property procurement and management, and the knowledge to advise clients on their property procurement
* Outstanding client facing, communications and stakeholder management skills
* Strong planning, communication and presentation skills
* Experience in a similar estates position, ideally in health sectors - eg assessment centres, clinics and mobile consultation units
