Projektbeschreibung

PURPOSE OF JOB;
* To be responsible for the management and development of specific policy areas in support of the Council's environmental priorities as well as supporting the development of transportation, economic, spatial planning and public realm policies and initiatives.
* To advise the Head of Spatial and Environmental Planning and other senior officers, as appropriate, in respect of a wide range of high-profile projects, policies and area-based initiatives for which the postholder is responsible.
* To monitor, review and mitigate the impacts of environmental policies and projects on the City and to monitor, review and develop environmental policies that impact on the built environment.
* To prepare, commission, co-ordinate and take through the statutory process complex environmental policy documents including research proposals, site specific and topic based forms of supplementary planning documents.

KEY DUTIES:
* To initiate, manage and implement policy initiatives and projects that develop and deliver the City Council's corporate environmental policies by programme management and co-ordinating the activities of internal and external stakeholders and organisations.
* To provide accurate and timely information to enable consultation on plans, strategies and schemes to reach successful conclusions and to enable all parties to communicate effectively during implementation stages.
* To liaise with other strategic portfolios and units, elected Members, Government departments, regional and local authorities, other statutory bodies, residents' and business associations and other outside bodies in the development and implementation of specific environmental policy areas.
* To comment on, and implement as necessary, new legislation, policy and other consultation documents from Central Government, the GLA family and other statutory and non-statutory bodies and Council units in respect of a range of environmental policy issues.
* To assume the role of manager for projects involving other units within the Built Environment and/or other strategic portfolios, and or projects being conducted by consultants on the Council's behalf and to lead, as directed, on plans, strategies, supplementary planning documents and related areas of work.
* To keep the policy area(s) for which the postholder is responsible under review and provide relevant and timely advice to the Head of Spatial and Environmental Planning, the Operational Director City Planning and other senior managers of significant developments, opportunities and threats.
* To act as a spokesperson for the Council in relation to those policies and projects for which the postholder is responsible, including dealing with Member, public and media enquiries and briefings, as required.
* To contribute to the development of the Council's lobbying programme in relation to those matters for which the postholder is responsible.
* To contribute to the development of corporate inter-agency policies and strategies where appropriate.

Qualification:
* Educated to degree level in geography, environmental sciences, sustainability town/urban planning or similar or qualified by substantial relevant experience
* Qualification in project management or substantial relevant experience of managing complex, multi-disciplinary projects/teams or strategies

WORK EXPERIENCE:
* Project and staff/team management for large, complex projects/policy areas
* Experience of developing and implementing new initiatives
* An understanding of the key environmental issues facing national and local government
* Experience of environmental policy development in a major urban authority

SKILLS:
* Excellent verbal and written communication skills for dealing with a wide variety of agencies and organisations
* Excellent interpersonal skills required for both internal and external partnership building and project management
* Excellent problem solving skills to ensure the wide range of projects being undertaken progress to target delivery dates
* Excellent planning and organisation skills to manage the complex and large workload.
* Partnership working with major organisations and agencies
* Pro-active bridge building with a wide range of various agencies
* Ability to self manage, set timescales and achieve by target dates
