Entry Level Busniness Analyst

Skills/Knowledge/Abilities Required:
Contractors will be required to complete this work on site at DOH. 5+ years of customer support experience. Demonstrated knowledge of database structures and design. Demonstrated ability to write SQL queries to find specific data. Demonstrated ability to communicate technical concepts to non-technical audiences and development staff. Experience performing business process analysis. Demonstrated ability to perform the translation of business process requirements into technical requirements. Excellent verbal and written communication skills and the ability to communicate effectively with business analysts, technical staff and subject matter experts. Experience gathering and documenting user requirements. Ability to validate user requirements, provide written test plans and coordinate testing activities. Demonstrated ability to produce business and/or technical documentation related to the requirements, specifications, traceability matrices, design, process and data flow diagrams, data migration, data modelling testing, and training. Demonstrated experience with the testing of web-based applications.

Preferred:
Experience working with health care information systems and/or knowledge of business processes in the medical field and county health departments. Experience of clinical laboratory ordering and reporting. Experience training and mentoring staff. Experience with Health Level 7 (HL7) structure. Experience with the DOH Health Management System (HMS).

Education
Required:
Bachelor's degree or equivalent in experience.

Preferred:
Bachelor's or Master's Degree in Computer Science, Information Systems, Business Administration, or other related field.

Tasks
Provide End User support for all aspects of clinical laboratory functionality in the Health Management System (HMS). Facilitate effective communication between internal subject matter experts, program office staff, Division of IT application development staff, and external entities. Perform implementation of additional external lab entities for electronic lab ordering. Consult with subject matter experts, as necessary, to learn the business processes. Facilitate meetings and communicate current issues, enhancements, and other information as needed to Florida Department of Health staff. Participate in business requirements gathering sessions. Perform validation of documented business requirements against business processes. Consult with IT staff, as necessary, to provide detailed information regarding software defects, functional requirements and design of application enhancements. Perform User Acceptance Testing including documentation of test plans. Evaluate current system design through testing and end user feedback to identify opportunities for improvement. Prepare end user documentation for training and assistance including release documentation, process flows, and help screens.
