ENTERPRISE ARCHITECT SAN JOSE, CA 12 MONTH CONTRACT

RESPONSIBILITIES:

- Design, develop and implement an enterprise architecture to support current and future technology requirements
- Design, develop and implement a systems integration strategy to support data sharing, business analytics, and reporting across multiple agencies and jurisdictions
- Design, develop and implement an information privacy and security architecture that complies with local, State and Federal policies
- Develop technical, privacy, security, data migration and overall architectural requirements for inclusion in Request for Proposals
- Assist with the migration of Legacy technologies to the new architecture
- Assist with the procurement and implementation of new technologies
- Provide guidance to the contract Technical Research Analyst
- Prepare weekly status reports
- Prepare and deliver customer and executive communications
- Manage and facilitate project meetings and focus groups
- Ensure all project deliverables are completed on-time and within budget
- Coordinate with other ISD staff and management
- Coordinate project activities with customers and external stakeholders

SKILL REQUIREMENTS:

- Knowledge of advanced principles of IT architecture for criminal justice information systems
- Understanding of criminal justice data flows and integration points
- Knowledge of technology integration strategies, methodologies and best practices
- Local, State, Federal and industry IT architecture directions and capabilities
- Local, State, and Federal technology guidelines and best practices including NIEM, GRA, GFIPM, etc.
- Data security and privacy restrictions on the storage, retrieval and transmission of criminal offender record information
- Ability to conceptualize, design and develop information technology architecture(s) to support County public safety and justice agencies
- Ability to work closely with agencies and department technical and management resources
- In-depth understanding of public safety, justice, and local government technology environments
- Understanding of Legacy system migration strategies, methodologies and toolsets
- Excellent written and verbal communication skills
- Ability to work independently

EXPERIENCE REQUIREMENT:

- Enterprise architecture design, development and implementation
- Legacy system migration
- Enterprise data integration
- Information technology project management
- System implementations, both custom developed and packaged vendor solutions
- Information system integration
- Data exchange architectures, methodologies and toolsets
- Data Security and Privacy requirements and technical solutions to meet CJIS requirements
- Implementation of Criminal Justice best practices including NIEM, GRA, GFIPM, etc.
- ESB architecture and implementation
- Technical and architectural requirements for inclusion in Requests for Proposals
- At least ten (10) years developing and implementing enterprise architecture
- At least ten (10) years of information technology management
- At least ten (10) years working with criminal justice, public safety and public sector organizations

EDUCATION REQUIREMENT:
Minimum Bachelor's Degree; Master's Degree in Information Systems or a related field is highly desirable.
