Senior Recruitment/Employment Support Officer - NHS

MAIN TASKS AND RESPONSIBILITIES

1. HUMAN RESOURCES/RECRUITMENT ADVICE

1.1 To deal with enquiries on a wide range of areas of HR practice from personal and telephone callers.

1.2 To maintain excellent communications with job applicants, for whom contact with the Recruitment Team may be their first experience of the Trust.

1.3 To provide information and advice to managers on HR policies and procedures including such as NHS Terms and Conditions of employment, recruitment, maternity benefits, retirement, Certificates of Sponsorship/Leave to Remain, DBS checks and other relevant policies and procedures.

1.4 To provide information to staff on HR policies and procedures such as NHS Terms and Conditions of employment, recruitment, maternity benefits, retirement, Certificates of Sponsorship/Leave to Remain, DBS checks, and other relevant policies and procedures.

1.5 To conduct maternity discussions with staff affected, providing courteous and accurate information on maternity-related HR issues.

1.6 To manage recruitment processes on a day to day basis for specific staff groups and/or Clinical Divisions/Corporate Directorates.

1.7 To co-ordinate recruitment campaigns with Trust managers and assist and offer advice regarding advertising/marketing.

1.8 To develop and maintain effective working relationships with other areas of the HR Directorate such as Medical Personnel, Temporary Staffing, Occupational Health, Leadership Learning and Development, Workforce Planning, Employee Relations and the Payroll team in the Finance Directorate.

2. ADMINISTRATIVE SUPPORT

2.1 To plan the recruitment process with managers to ensure that each recruitment event is completed to meet the recruitment service part of the service level agreement, eg that:

- managers receive documentation for short-listing on time
- all short listed candidates are invited interview.
- all candidates references are taken up and followed up on request
- offer letters and Terms and Conditions of Employment are issued accurately and promptly
- all unsuccessful candidates are informed of the outcome of short listing

2.2 To assist managers to interview candidates, including participating in interview panels and assessment activities as required.

2.3 To ensure that all paperwork and data input are completed promptly and accurately, including information relating to pay and changes to individual staff member's terms and conditions of employment

2.4 To provide accurate and timely activity reports for specific staff groups and or Clinical Divisions/Corporate Directorates.

2.5 To ensure appropriate employment checks are carried out for job applicants and existing members of staff including: ID, right to work status, Certificates of Sponsorship/Leave to Remain, Disclosure & Barring Service (DBS) checks, professional registration, occupational health, and references.

2.6 To prepare and issue Licences to Attend for non-medical staff in accordance with the set procedure.

2.7 To ensure Certificates of Sponsorship/Leave to Remain extensions, and fixed term contracts are reviewed, applied for and renewed as appropriate.

2.8 To ensure that managers are informed of staff nearing (for example): a change in sick pay status, an Agenda for Change Gateway, or the end of a secondment or acting up period.

2.9 To ensure that relevant HR databases such as NHS jobs and ESR are used effectively, and that information is accurate and up-to-date.

3. SUPERVISION

3.1 To supervise, coach and support junior colleagues on a day to day basis to develop individual skills

3.2 To ensure, in conjunction with the Manager, that adequate cover is provided during periods of leave and absence within the team.

3.3 To ensure that all tasks and responsibilities are carried out in line with Service Level Agreements and agreed Procedures

3.4 To participate in, and contribute to, the training and development of junior colleagues.

3.5 To deputise for Managers as required.

4. OTHER DUTIES

4.1 To contribute to the continuous improvement and development of recruitment procedures and processes, ensuring that Service Standards are implemented and a high quality service is provided.

4.2 To attend and contribute to team and department meetings and away days.

4.3 To assist in implementing and setting up procedures as required in conjunction with the Managers.

4.4 To promote a positive, proactive approach to recruitment in appropriate to a diverse group of people within the Trust. Acting as an advocate for open, fair and transparent HR practices, and ensuring that employment legislation, Trust policies, procedures and best practice standards are adhered to.

4.5 To ensure there is a professional and welcoming office environment at all times.

4.6 To assist Managers with other projects as required.

4.7 To undertake any other duties as required by the Recruitment or ES Manager, commensurate with the skills and abilities of the post holder.

4.8 To undertake continuous professional development and keep up-to-date with knowledge of legislation and new developments in NHS recruitment and to cascade this information to HR colleagues as appropriate.
