Description

Alstom's first turnkey project in the UK, known as Nottingham Express Transit is extend the existing Nottingham Tram system with the construction of two new lines from the city centre terminus. The project also includes the operation and maintenance of the current system as well as the two new lines once they are built. In fulfilling this contract, Alstom will draw on its global expertise in the area of infrastructure and turnkey systems. This activity includes electrification of railway lines, track laying, modernisation of existing lines and electromechanical systems for new railway lines, tramways and metros. Alstom has already electrified more than 10,000 kilometres and has laid more than 2,000 kilometres of track.

Reporting to the Test and Commissioning Manager you will be responsible for implementation of the necessary organisation of the testing and commissioning works achievement in the optimal conditions: performance, costs, quality and health and safety.

Your main duties will be to - Make sure that the installed equipment is tested in conformity with the test plan and procedures, in compliance with the contractual obligations, the QA/QC system and the Time Schedule in place and forecasted cost.
Elaborate the Testing & Commissioning program and the Permit to work system with the relevant departments
Define the tests chain for the whole project, taking into account each partner.
Determine the organization of your Testing team
Determine the required testing equipment materials and instruments.
Ensure Client satisfaction according to the works, defined in the Main Contract.
Propose solutions economically interesting for the Client and profitable to the project.

Manage and organize:
o The Testing activity on site,
o The operating instructions,
o The foreseen quality requirements,
o The milestones,
o The drawings, procedures and notes having the status "Good For Execution".
o The Permit To Work System
Follow-up the Site Quality Plan defined at site on Testing activity to control and master the Coordination of the teams, the Testing Process and guarantees the contractual requirements (checking and controls).
Take care of the contractual milestones completion vs. the Client and monitor the progress of the testing team (planning/milestones completion).
Ensure that the equipment used to execute the tests is conforming to the local legislation.
Ensure the presence and validity of the certificates (checking reports, gauging) of the equipment, instrument's and tools used for the tests.
Report to the Construction Manager and/or the Project Manager of all events and decisions, which can have a major impact on the Site activity, and/or the general progress of the project. Propose the relevant measures of conservation.
Make sure that the team members have the required abilities.
Check that the follow-up of the measuring equipment, used during the tests, is made according to the quality clauses of the contract. Check the compliance and certificates of the testing equipment (filling the Inspection of Measuring Equipment sheet, IME).
Check the tests execution with regards to the updated procedures and drawings having the "Good for Execution" status.
Ensure the general supervision of the resources or subcontractor(s) designated for the works by:
o Control means and resources sufficiency (quantity, quality)/planning of Works
o Take care of the respect of the contractual terms and targets fixed to the Subcontractors.
o Lead regular and formal Meetings (weekly and monthly) with the teams and Subcontractor(s), based on the form provided in the approved Site Quality Plan.
o Monitor the progress of the Subcontractor and approve or not the completion of the works
Establish and forward to the Construction Manager all the following documents:
o All required testing data for the Computerized Site Progress Report (Operating Instruction) that concerns the Testing progress and the issues.
o The summary of Non Conformances, their follow-up and their Quality Related Costs.
o Main Minutes Of Meetings with the Client (with critical issues, and particular points)
o Main Minutes Of Meetings with Subcontractor
o Identified pending points list (Outstanding Works List, OWL).

Qualifications
Key skills and requirements for the role include:-

Electrical/Testing Diploma/degree
Validate experience as Testing and Commissioning Manager in identical field
Validated experience in electrical power system distribution testing management
Good knowledge of the traction and auxiliary energy distribution system, in terms of installation, testing and electrical protections setting.
Good knowledge of electrical HV network and substations, in terms of installation, testing and electrical protections setting.
Good knowledge of electrical protections and monitoring systems.
Good knowledge of the other activities, upstream to electrical power system distribution installation such as civil works and electromechanical industrial equipment's.
