Dutch Speaking Web Platform Business Analyst

Proteus Europe is searching for a Dutch speaking Web Platform Business Analyst to join a prestigious client based in Brussels, Belgium. This is a contract position with a duration of 6 months.

Our Client:-
The Ministry of the Flemish Community (MVG) was from January 1, 1983 to January 1, 2006 the official organization of the Government of Flanders, where the Flemish Government policy is implemented. The ministry was divided into departments were headed by a Secretary-General. The departments knew another subdivision in administrations. The administrations were led by a Director General.

Your New role:-

Information Flanders is looking for a Business Analyst/Service designer to shape the supply model of the new web platform (see Business Context).

The Business Analyst will:
- Translating a strategic vision and high-level concept into a business model.
- Mapping the needs of the entities of the Flemish government with regard to the management and functionalities of their public sites
- Determine and describe the supply model of the web platform by means of a - menu-
- Define in which way the various entities of the Flemish government can turn into the platform.
- Facilitate workshops with these entities and elaborate solutions within the supply model of the web platform.
- Determine and record quality guidelines in the supply model
- Provide input to the Product Owner for the roadmap of the web platform.

You will end up in the team that forms the basis of the new Flanders web platform and work together daily with the product manager, a digital architect and technical architect. In addition, you will regularly coordinate working groups with stakeholders about the model of the model.

The technical architecture of the web platform has yet to take shape, and will be done in parallel with the business analysis and the information architecture in Q1 2018. The new web platform will be built on a scalable cloud environment, address content from various data sources and distribute data and consist of a site management solution.

Information Flanders is working on a new web platform that will offer a total solution for web communication and access to services from the Flemish Government.

The new web platform has the ambition:
- Provide a total solution with support for managing and publishing quality content, tailored to professional target groups.
- Offering citizens, civil servants and intermediaries high-quality content about the government and its services and making it easy to find.
- The platform will offer the possibility to entities of the Flemish government to easily publish their content, to share and to make use of standard components.
- The web platform will lead to a renewal of vlaanderen.be, overheid.vlaanderen.be and of a gradual migration and encapsulation of various entity and product sites.
- Instead of a site that is now almost completely fed by a central editor, it will switch to a more decentralized editorial team.

This initiative fits within the ambition of the coalition agreement on Flanders Radical Digital and its translation into the objectives of Informatie Vlaanderen (which includes the Information Channels department).

Your Skills and Qualifications:-

Essential Skills:-
- Executing Business and Functional analyzes
- Excellent command of Dutch, both spoken and written, is a requirement
- Designing a Business Model Canvas
- Experience in the layout of Business Cases
- Inventory and analysis of needs/requirements, impact mapping, aggregation of information to a level suitable for the stakeholders, validation and transition of deliverables
- Experience in large organizations is necessary.
- Experience in the public sector is an advantage but not a must.
- Good communication skills, team player who can also work autonomously
- Diplomatic in consultation with various partners and government departments
- You can think analytically and conceptually and on that basis come up with (affordable) solutions
- Strong in vision development and persuasiveness
