Dutch Speaking Access Control Expert

Proteus Europe is searching for a Dutch speaking Access Control Expert to join the Flemish government. This is a 6 month contract based in Brussels, Belgium. Please note that the role will not start until the beginning of January 2018.

Your New role:

For our client the Flemish government we are looking for an expert access control.

Assignment: Technical support expert for selection of an access control and time registration system for the offices of the Flemish government.

Description of the assignment:

The Flemish government wishes to market the total package of access control for the Flemish government buildings For this assignment, the Flemish government wishes to select a dedicated employee in permanent employment that will be responsible for the various steps for this assignment. The employee will work in a project team with employees of the Flemish government with professional experience, in particular.

- Using current hardware and software
- With general knowledge in the field of technopreventive installations

This project team will be responsible for the following assignments:

- Project work
- Market analysis
- Design a design
- Formulation of technical specifications for a public contract
- Follow-up of work
- Delivery of performance
- Organization and guidance of aftercare

The assignment of the external employee includes, inter alia

The format of a numerical need assessment:

- Inventory of existing installations in buildings - This can be based partly on the ash building and based on the management platform output (6040)
- Inventory of the technical records associated with these installations
- Expansion Nuts Inventory
- The formulation of a technically functional requirement determination
- Based on the security policy of the Flemish government
- Based on the needs for exploitation of the patrimony, both from public function and with attention to private needs
- Includes maintenance and support requirements
- With a view to possible extensions, integration with other systems, integration with IT environment
- The formulation of a technical specification and measurement statement based on these requirements
- Including award criteria (price/quality)
- Including selection criteria (conditions for participation)
- The assessment of proposals
- Formulation of an evaluation of the entries, indicating elements for clarification. Including the formulation of letters for evidence in accordance with public procurement legislation
- As a function of the public procurement procedure applied, including participation in any negotiations
- The formulation of a final award report
- Upon completion of the assignment, the execution of the assignment
- Including preparatory work for maintaining continuity
- Includes delivery of interim performance
- Includes billing check
- The completion of the entire assignment
- The organization of management and maintenance
- Includes training for staff
- Includes organization of the first follow-up meetings

Your Skills and experience:

Essential Skills:

- You have a technical degree at the master level, or equivalent through proven experience.
- You have proven experience of at least 3 years with security-related projects
- Ideally, your expert is integrated access control systems
- More importantly, you have a good product knowledge of the various types of electrical locks and physical barriers
- You have experience with the aftercare phase of a conversion project and the corresponding formatting and management of maintenance contracts.
- You have insight into the conceptual construction of a security scenario for office buildings - other types of buildings are an added value - and its practical rollout, both in existing buildings and in buildings in construction or renovation phase
- Perfect oral and written knowledge of Dutch
