A Development Viability Consultant is required to provide expert commercial and development viability and economic appraisal input into infrastructure planning and delivery and growth programmes, and the planning and delivery of key development and regeneration projects.

Key elements of this role include:

Enabling the provision of the strategic physical and social infrastructure requirements of Plymouth's growth agenda. Helping to accelerate and drive forward key development projects in the city. Advising planning application case officers, development planning officers, members and partners on viability of development proposals. Assessing the viability and deliverability of development proposals as part of the development management and development planning process. Preparing planning policy in relation to development and regeneration.

The following skills and experience are required:
*Experience in developing and using complex analytical tools and methods to inform the development planning and delivery process, applying these tools. The planning horizon ranges from a few months (in relation to planning applications) through to 15 - 20 years (in relation to putting together a long term planning framework for the city).
*Project Management skills to effectively manage significant work items.
*Sound management experience to resolve complex and significant development issues which could be contentious and potentially attract negative publicity.
*Well-developed negotiation skills, for example in relation to successfully representing Plymouth City Council's case at Public Inquiries.
*Strong communication skills - written, verbal and presentational - to present information to a variety of audiences. The role requires the writing of sensitive and confidential reports, attendance at Public Examinations where verbal communication skills must be strong, and presentations to a variety of audiences where complex information must be explained.
*Highly developed consultation, persuasion and negotiation skills to convince reluctant developers to adopt a particular course of action and secure financial contributions to infrastructure from developments.
*An appropriate degree level qualification in town planning, development finance, commercial valuation, or a related discipline.

Considerable depth of knowledge of:
oDevelopment management and planning.
oKey commercial drivers of development finance and viability.
*Extensive experience of
oWorking in a town and country planning context, either as a professional planner or a development professional with a strong engagement with the planning process.
oUsing spreadsheet programmes to conduct economic and financial modelling.

Desirable
*Extensive experience of working in the private sector in a property development context
*Chartered membership of another appropriate professional institute
