Deputy Redevelopment Programme Director

Key responsibilities:
*Ensure the project has a comprehensive project plan, setting out key milestones.
*To develop and manage the project budgets for the delivery of both the redevelopment projects.
*Ensure that the in house Project Team have the necessary knowledge, skills and vision to deliver the project plan and the timely completion of the approved business cases.
*To appoint and manage external expertise where required to deliver the programmes including legal advisors, financial advisors and technical expertise ie design team, programming expertise, cost advice, CDM advice, construction expertise and land sales consultants, etc) to complete the programme.
*To ensure the provision of service change support to the lead Clinicians in the development and description of a clear clinical model, operational design brief and operational policies for the new service.
*To lead the development and production of the NHS Trust's business cases (OBCs and FBCs) to re-develop the Bed unit, ensuring this is delivered in conjunction with senior Clinicians, Senior Managers from the Trust and engages key Stakeholders and service users in the Programme.
*Development of a masterplan for each of the sites incorporating the Business change projects as they are agreed.
*Develop the land sales strategy for both sites and appoint expert advisors where appropriate.
*To develop a comprehensive communications strategy to keep all Trust staff and all Stakeholders informed of the Programme development.
*To work with key Commissioners to ensure commissioner support at each stage in the Business Plan and delivery process.
*To provide advice and feedback to the Trust Board on both Redevelopment Programmes and land disposals programme.
*Take the Executive lead in monitoring performance against Project Plan, taking action as necessary to ensure Programmes proceed to schedule.
*To identify and work with Stakeholders. To take account of the diversity of the local community, the political context and community organizations.
*To represent the Redevelopment Programme Director as required
*Ensure all aspects of Corporate Governance of the Programme are actively managed through the regular review of committee structures, their Terms of Reference and membership and associated procedures
*To advise the Redevelopment Programme Director on all procedural and legal issues relating to the Programme.
*The Director will develop strong relationships with the other Executive Directors and with Clinicians, NHS London and the Department of Health.
*Manage and ensure the Trust achieves compliance with, the various stages of the Gateway Reviews.

*Experience of working in a complex public sector organisation at senior management level for a period of at least five years
*Track record of leading complex organisational change.
*At least two years experience of managing aspects of major capital projects.
*Management of significant budgets.
*Experience dealing with the Department of Health and HM Treasury
*Understanding of NHS corporate governance and controls assurance requirements
*Understanding of provision and delivery of mental healthcare services
*Leading multi professional teams
*Working at or with Board level Directors
*Leadership skills and able to influence across internal and external boundaries and get results
*Highly developed verbal and written communication skills
*Strong business acumen
