DEFENCE BUSINESS SERVICES VENDOR ENGAGEMENT
Taking part in a Qualitative Benchmarking exercise at the outset of evaluation;
Understanding the tender responses;
Using their occupation health expertise to qualitatively evaluate the proposals against pre-determined criteria (flagging up issues where ambiguities exist within individual proposals);
Scoring and weighting proposals against pre-determined mechanisms (again using their medical expertise);
Completing relevant sections into an online form, including justification for their scores;
Contributing to a moderating exercise for the Qualitative Tender Evaluation Panel on completion of evaluation, as required;
Completing feedback which is constructive, succinct, relevant and beneficial to suppliers and relates specifically to the evaluation criteria published in the invitation to tender.

Additional qualifications:

The purpose of this exercise is to determine whether the supply chain is robust enough to support this requirement Setting up an effective process and relationship with the Contracted party, ensuring performance management regime is in place and adhered to.

Key tasks and deliverables:

Overview

The post holder shall be responsible for the day to day management of the relationship and performance management of the chosen Recruitment Supplier/Partner and the DE&S Recruitment Programme Team. Key to this post will be someone with excellent people skills as well as the drive to get things done and to challenge when issues arise and performance is in danger of slipping. Key activities Managing the Performance and Activity of the Recruitment Vendor/Supplier through all stages of the Recruitment Cycle Managing the performance and Activity of the DBS Recruitment Team through the Recruitment and On-Boarding stages Establish and maintain an effective Governance structure of weekly reporting from the Supplier, ensuring this aligns with that of the DE&S Programme Team Provide Supplier performance dashboards and information required for:
Monthly Steering Groups
Regular Meetings with the DE&S Recruitment Programme Team to manage planned and live Recruitment campaigns Ensure Supplier provides regular market data/intelligence to the DE&S Recruitment team to include the following for each DE&S function/location:
Employment data a key trends
Market Pay data
Availability of key skills
Diversity and inclusion data Managing an Operational Recruitment Team

Experience Required:

Relationship Management Support the B2 Programme Manager by establishing strong relationships with all Key Stakeholders in the Recruitment programme including those managing areas such as:
DE&S People Team
Demand Management
Programme Management
Marketing and Advertising
Financial Management
Interview and Moderation Activities Future business to develop the knowledge that will inform a future business strategy that includes how DBS might be able to step into the suppliers area of activity, to enable DBS to consider offering this service direct by April 2015 if they so wished.

KEY EXPERIENCE:

Solid background in Senior Stakeholder Management
Involvement in major recruitment campaigns preferably within the public sector and of a range of grades and specialisms.
Understanding of contracts, procuring and tendering processes, preferably within public sector
Understanding of contractual payment regimes
Understanding of Marketing and Advertising regimes
Experience of managing a strategic partner and any second tier suppliers
Experience in setting up and monitoring governance and performance management regimes
Experience of developing new Service provision
Experience of Managing Operational Teams
