Job Summary

Position Overview

Seeking an experienced senior research analyst or data scientist to fill a new position to help scope, develop, model, implement, and deliver robust statistical data analytics on federal payment data to identify and prevent potential fraudulent and improper payments.

Responsibilities include:
Implement analytical models (descriptive and predictive) using data mining techniques (eg linear and logistic regression, neural networks, decision trees, ensemble methods, experimental design, cluster analysis, factor analysis, multivariate statistical analysis, and segmentation analysis).
Perform large-sample statistical analysis, perform distribution-free statistical analysis, and generate test-plan sample sizes to identify significant differences in the study factor data.

Analyze models and results to study patterns, trends, fluctuations, anomalies, and likely outcomes while reporting findings to appropriate Federal Program Agencies.

Perform research to understand governmental reports and critical legislation related to the federal payment landscape, and incorporate this perspective into all analytical pursuits.

Partner with and help guide the thinking and actions of junior team members in a project leader and technical mentor capacity.

Prepare reports, charts, graphs, and give presentation of the results and key findings.
Communicate complicated models, analytical techniques, and results to both technical and non-technical audiences of varying levels, including recommendations to reduce improper payments and fraudulent activity.
Identify data quality issues and recommend the best course of action to address them.
Create technical documentation, outlining design and technical specifications of models and analysis results.

Research new analytical methodologies, tools, and data sets to further complement our existing framework.

Qualifications
United States citizenship is required for this position.

Master's degree in Mathematics, Economics, Statistics, or similar degree, or equivalent experience required.

Ph.D. degree in Mathematics, Economics, Statistics, or similar degree preferred

Top Secret Security Clearance or the ability to obtain the security clearance upon employment.

5+ years of experience in related field such as mathematics, data analysis, predictive modelling et cetera

Excellent analytical and problem solving skills with attention to detail and data accuracy.

Experience dealing with analysing fraud and/or suspicious activity a plus.

Proficiency in relational database management systems, spreadsheets, and analysis tools.

Proficiency in analytical and statistical software packages such as SAS, R, Alteryx, IBM, Oracle, SAS HANA, or similar.

Proficiency in data programming languages such as SQL, PostgreSQL, or PL/SQL.

Experience with Big Data.

Strong interpersonal, communication (verbal and written), relationship management, and customer service skills with a focus on working effectively in a team environment.

Proficiency in Microsoft Excel.

Ability to use Microsoft Office Suite (Word, PowerPoint, Access, Visio).

Strong organizational, time management, and follow-up skills required.

Ability to work cross-functionally to solve complex problems and improve quality and service.

Ability to perform involved and independent research and analysis.

Ability to present and convey results of analyses to various audiences.

Ability to maintain confidentiality and appropriately handle sensitive information.
