EDUCATION: BACHELOR'S OR EQUIVALENT

Provides support to benefit and contract administration activities through a variety of data collection, analytic and system activities. Maintains and supports a culture of compliance, ethics and integrity. Maintains knowledge of policies and procedures and performs in accordance with the Principles of Responsibilities and applicable regulatory requirements, external laws and accreditation standards. Appropriately reports observed fraud or abuse. 

POSITION REQUIREMENTS:
Bachelor's degree or equivalent experience in business, finance, health insurance or information technology. Four or more years of work experience in database management systems, Mainframe data collection, analysis and reporting. Knowledge of various analytical methods and techniques. Proficiency in data management, analysis and reporting tools, eg MS Access, DB2, VB, SAS. Ability to compose, review and analyze business requirements or other technical documentation to determine impact to systems and business processes. Strong interpersonal and communication skills - verbal and written. Proficiency in Microsoft Office Suite. Strong attention to detail. Working knowledge of managed care, indemnity insurance, alternate funding, state, and federal regulations. 

ESSENTIAL RESPONSIBILITIES: 
Develop, maintain and update department databases to support production, quality and reporting needs. 
Work with the business users to improve/automate business processes. 
Works with end users to determine reporting and database needs . 
Ability to access data via VB, SQL, DB2 and SAS. 
Data analysis and support of key department deliverables (eg EOCs and ID Cards). 
Develops and maintains data management standards and policies. 
Develops adhoc and ongoing reports for Contract Systems and other internal departments/stakeholders. 
Develops QA queries and reports to support department production and quality processes.
Develops, monitors and regularly reports department metrics. 
Acts as SME for product/benefit and contract data and system functionality. 
Develops and recommends system enhancements by bringing specific business knowledge to the technical design process. 
Helps design, develop and implement new and improved processes and tools. 
Serves as a liaison between the business users and IT technical support team. 
Acts as a data analyst/expert to include researching and analysing data, creating reports and presentations; preparing recommendations based on data summaries, trend analysis, etc. 
Analyzes system changes to determine and document impact to systems, business processes and associated testing needs. 
Helps supports end-to-end product/benefit user acceptance testing. 
Provides project management and analytical support/leadership to achieve business objectives. 
Trains technical/non-technical staff in one/one and classroom setting. 
Maintains and updates relational databases to support products, benefits and contract administration data. 
Monitors system performance and reports, analyzes problems and facilitates resolution within and outside of the department to ensure systems/data integrity. 
Maintain system security processes for benefit and contract systems in alignment with SOX controls. 
Facilitates and participates in regional/national benefit and contract administration systems business/IT meetings. 
Other duties as assigned.
