Develop and maintain data analysis tools, processes, and reports to support the Infrastructure Program's Network Tracks of work. Develop database integration with existing data analysis tools and implement automation where appropriate. Participate in IT and Business projects to define system requirements. 
The data analyst will participate in all data analysis activities and develop and/or maintain existing systems and tools. This position exists to assist the organization in making strategic data-related decisions by analysing, manipulating, tracking, internally managing and reporting data. 

The data analyst will participate in multiple initiatives, some of which are as follows: 
Develop and maintain resource demand forecasting tools and reports for large network infrastructure programs. 
Develop and maintain network equipment and labor cost models. 
Participate in enterprise level and business partner resource planning activities. 
Perform actuals vs. forecast analysis for network equipment and labor data. 
Perform integration of existing network inventory data with existing project related data. 
Work closely with existing database administrators to integrate data into databases and produce routine reports. 
Develop and maintain network specific building and project related data. 
Develop end-user interfaces for critical data and reports. 

Job Responsibilities 
Provides support and point of contact for department clients requesting routine information, data summaries, and/or reports. 
Analyze and forecast operational expenditure and capital expenditure budgets. 
Responsible for maintaining accurate budget and forecast information. 
Responsible for tracking and reporting equipment costs. 
Responsible for tracking and reporting project labor hours. 
Responsibilities include project planning, project execution and control, resource supply/demand management, communication, risk analysis. 
Accountable for the success criteria, development, publication, and updating of project deliverables. 
Designs menu systems that are effective and user-friendly. 
Develops reports with accurate, easy to read, useful information. 
Maintains complex routines using macros, scripts, VBA, vendor software, and software written by self and others. 
Tests and maintains data integrity. 
Identify problematic areas and conduct research to determine the best course of action to correct the data. 
Analyze and problem solve issues with current and planned systems as they relate to the integration and management of critical data. 
Analyze reports of data duplicates or other errors to provide ongoing appropriate interdepartmental communication and monthly or daily data reports. 
Identify, analyze, and interpret trends or patterns in complex data sets. 
In collaboration with others, develop and maintain databases and data systems necessary for projects and department functions. 
Acquire and abstract primary or secondary data from existing internal or external data sources. 
In collaboration with others, develop and implement data collection systems and other strategies that optimize efficiency and data quality. 
In collaboration with others, interpret data and develop recommendations based on findings. 
Develop graphs, reports, and presentations of project and data results. 
Perform basic statistical analyses for projects and reports. 
Create and present quality dashboards. 
Generate routine and ad hoc reports. 

Required Qualifications 
Advanced level experience with Microsoft Excel. 
Microsoft Excel experience with features such as: Lookup & Reference Formulas, Pivot Tables, Tables, Data Validation, Name Manager, External Connections to other sources such as SQL Server, etc. 
Familiar with Cisco infrastructure equipment product descriptions. 
At least one (1) year programming in SAS, SQL, VBA, net or equivalent statistical analytical programming language. 
Microsoft Office skills required. 
Technical expertise regarding data models and database design development. Understanding of XML and SQL. 
Programming skills preferred. Adept at queries and report writing. 
Knowledge of statistics, at least to the degree necessary in order to communicate easily with statisticians. 
Experience in data mining techniques and procedures and knowing when their use is appropriate. 
Resourceful, takes initiative, conscientious about detail. 
Comfortable interacting with all levels of people, from Associate to Leadership, and can articulate effectively to a diverse audience. 
Strong ability to apply analytic and critical thinking skills, writing skills, communication skills, consulting skills, and ability to work within a team. 
Must be an independent self-starter. 
Must be detailed oriented. 
Ability to present complex information in an understandable and compelling manner. 

Preferred Qualifications 
Bachelor's in Information Management, Healthcare Information, Computing, Mathematics, Statistics, or related fields. 
5+ years of data analysis experience. 
Experience with analytical manipulation and interpretation of large databases preferred. 
Analytical consulting experience preferred. 
Experience using SAS, SPSS, or other statistical packages is desirable for analysing large datasets. 
Client relationship building skills are essential, as is the ability to manage complex, medium to large-scale project schedules with multiple inter-dependencies. 
Experience in developing decision support tools to help the performance of a team. 
Knowledge of healthcare industry preferred. 
Familiarity with Kaiser Permanente healthcare system preferred.
