Cost Manager - Telecoms

Access Delivery & Mobile Access are responsible for:- Managing demand, and subsequent compliance for national delivery of the radio infrastructure, in order for us to maintain and improve our position within the market place. To maintain and optimise the network to ensure that the infrastructure delivers against the customer promise, and to be the driving force that pulls together the design, strategic and operational elements of the business and delivers their requirements in a controlled cost effective and timely manner.

It is the responsibility of the Cost Manager to support the Finance Manager to ensure the management, drive and support for Radio teams in achieving targets/objectives set, against expenditure across the group. The Cost Manager is responsible for the promotion of a sound financial understanding across Radio staff. It is the Cost Manager's responsibility to support all budgetary and quality requirements, in achieving the delivery of these programmes. He/she is responsible for the supply and maintenance of all financial reporting systems and for the supply of ad hoc reports to ensure compliance and progress on the programmes.

The Cost Manager is required to support the Finance Manager in the initial annual creation, and subsequent control & maintenance of CAPEX and OPEX Budgets on behalf of the Radio organisation in line with the annual operating and resource plan.

He/she is responsible for supporting the quarterly budget re-submissions (QFC) based upon business position.

To manage, support and drive costs within Radio cost centres in order that they achieve their Objectives with minimum cost.

To support the Radio teams in achieving CAPEX and OPEX savings wherever possible.

To ensure ad hoc reporting on the progress of the Sub OUC budgets, and management of any variation with the cost centre budget holder.

He/she is responsible in supporting the monthly collation, preparation and presentation of all CAPEX and OPEX results for programme reviews.

To regularly update the accountants on the progress of the activities relating to the CAPEX and OPEX budgets.

The cost manager is responsible for ensuring commercial housekeeping is in order for - escalation & resolution of invoices on hold/supplier debt and open/overdue commitment.

To liaise with other budget managers to ensure accuracy of OWC/CWC is maintained.

Management of specific projects across the group as and when required.

To ensure Radio works to the requirements of SOX.

- Good general management skills
- Computer literate
- Proactive and able to work alone
- Sound knowledge of all Microsoft software - Excel is a must
- Sound financial and commercial awareness
- Good communication skills
- Ability to work to demanding timescales and deadlines.
- Ability to travel.
- Ability to communicate in a clear and succinct manner with senior management.
- Ability to apply discretion and confidentiality (essential).
- A positive and firm attitude.
- Good understanding of commercial aspects of the business
- Good Communicator across all levels
