ROLE TITLE: CONTRACTS OFFICER

CONTRACT DURATION: 27/04/2014 to 30/09/2014
END CLIENT: DH (Department for Health)
LOCATION: Leeds or London (Please specify which location would you like to work)
RATE: 280 GBP/day
MANDATORY: BPSS (DS) - Baseline Personnel Security Standard (with a Disclosure Scotland)

ROLE PURPOSE:
To provide commercial expertise to contract management both directly to contracts managed by DH Procurement Services as well as supporting the business to manage their contracts more effectively.
To develop a contract management training plan and its delivery
To support the contract management framework, the role holder shall be required to produce processes, documents and tools to enable contract management to be Embedded across the DH. These processes, tools and documents will need to be transferable to Arm's Length Bodies (ALBs) if and when required.
To ensure the Contracts Register is kept up to date following negotiations, contract reviews and amendments.
To support and provide the management of key contracts either directly or indirectly within the Department and ALBs. This will involve contract review, performance and supplier management

To support the Contracts Manager in providing a commercial and procurement service to the Department and its ALBs
To support a development plan to improve contract management skills across the Department and its ALBs

RESPONSIBILITIES:
The main duties of this post holder will include:

1 Engagement with key stakeholders to obtain their support and commitment to the principle of contract and supplier performance management. This will require the development and introduction of contract management tools to stakeholders across the Departments Directorates
2 Updating the Contracts Database for the DH and provide MI to the commercial team function within DH Procurement Services
3 Contract management and assurance processes for each of the identified contract management levels.
4 To manage and/or provide a contract management support function for core agreements across the Department. Ensuring that appropriate commercial advice is consistent with legal legislation requirements and that all governance requirements are applied.
5 Comprehensive user guidance and tools including workshops/awareness/training sessions to increase contract management capability in the department for the identified contract management levels.
6 Assist in the Implementation DH Procurement Services contract management offering in DH, and to ALBs if and when required.
7 Undertake suitable contract monitoring responsibilities with identified key suppliers.

SKILLS, QUALIFICATIONS AND EXPERIENCE
As the DH's procurement centre we must ensure that contracts the department has in place are fit for purpose, meet requirements and deliver value. The department has a range of contracts (by type, value, strategic importance etc) some are owned centrally (eg in DH Procurement Services) and others that are owned across the DH by the various directorates and business units. This is a new post that is critical to the success of DH Procurement Services implementing into DH workable contract management solutions that take account of the above variances.

The role holder will have a procurement and contract management background, and ideally a track record of leading and motivating a team in a fast moving environment, whilst being able to manage complex relations between key stakeholders.

MINIMUM SKILLS REQUIREMENT:
Associate membership of the Chartered Institute of Purchasing and Supply (CIPS); or
Substantial Contract Management Skills and Experience
Working knowledge of public sector procurement regulations.
Engaging effectively with Stakeholders
Experience of developing and implementing strategy
Experience of supplier engagement and management
