Contracts Manager

Spring Technology are looking for a Contracts Manager for our public sector transport client based in London.

The Role:
* Monitor compliance with all aspects of the franchise agreement;
* Liaise with the team to ensure franchise commitments are on track to be met;
* Engage with external stakeholders, including drafting replies to public correspondence, Freedom of Information requests;
* Provide accurate records of all franchise-related documentation;
* Make recommendations to the Commercial Manager on all matters related to contract management including identifying any risks and issues;
* Proactively suggest contract changes where key outputs could be more effectively or efficiently delivered;
* Manage production of periodic franchise and management reports;
* Where appropriate engage with Ministers, including, ministerial correspondence, briefings and visits;
* Take lead on contract management specific policies;
* Deputising for the Commercial Manager at senior management meetings and in the development of the RC management team;
* Any other duties that the Deputy Director/Commercial Manager may assign.

Essential criteria:
* Experience of operating in Regulatory delivery eg utilities, telecoms, financial sector;
* Delivering and managing service delivery contracts;
* Confident communicator - able to influence a wide range of stakeholders, partners, senior colleagues and Ministers
* Able to build relationships which enable the delivery of outcomes

Highly Desirable criteria:
* Experience of operating in the rail regulatory environment
* Experience of complex contract management;
* Experience of Rail Franchise Agreements;

Desirable Criteria:
* Working with the wider transport and/or rail sector
* Relationship management in a delivery/commercial environment
* Project and/or programme management in a regulated industry
* Relationship management in a delivery/commercial environment
* Able to synthesise large amounts of complex information from a broad source of disciplines, identify key risks and formulate robust positions
* Experience of working in a central Government department
