We are currently recruiting for our NHS Client a Contracts Buyer (Procurement) to work on a 6 months contract.

The post holder will be expected to support the Deputy Head of Procurement in the delivery of the procurement programme. You will manage a proportion of contracts and deliver areas of opportunity identified by you or by others in the team. The role involves delivering projects of low to middle spend and providing system support, development and administration

Engaging with customers to deliver contracts to meet user requirements. Ability to carry out predefined activities and support the Contracting team in delivering an efficient cost effective service to the Trust.

PRINCIPAL DUTIES AND RESPONSIBILITIES

1.To deliver a detailed contract work plan that has been agreed by the Deputy Head of Procurement in consultation with Procurement team

2.To assess customer requirements, prepare specifications, invite and activate tenders and quotations.

3.To analyse submitted tenders and quotations, manage the evaluation of bids with customers and make recommendations for award

4.To negotiate where necessary and place orders and contracts in respect of the contract workplan.

5.To ensure that all contracts comply with all appropriate procurement legislation, Standing Financial Instructions and the Departmental Procedure Manual

6.To advise customers, managers and staff of the Trust's contractual obligations in existing and planned contracts and the application of contract law.

7.To hold debrief meetings with the support of the Deputy Head of Procurement with both successful and unsuccessful suppliers.

8.To work with the Deputy Head of Procurement to review and optimise supply chain arrangements such as stock levels delivery frequency, product range, availability and pricing policies.

9.Project management of contract implementation where required

10. Communicate with customers, managers and staff to ensure that they are making full use of contracts available to them through both procedural and persuasive approaches to ensure full contract compliance and implementation

11.To provide technical and professional procurement advice and quality information on purchasing issues, trends and expenditure to customers, managers and staff. This includes advice on purchase options such as lease, hire or buy.

12.To organise and manage product user groups and any associated product trials/research.

13.To build commercial relations for a portfolio of suppliers.

14.To manage procurement research projects that will deliver a benefit to the Trusts

15.To ensure the highest levels of customer care to both internal and external customers.

16.To manage relevant, electronic product catalogues, contract and savings databases.
