Contract - SEND Business Change Manager london

The changes which the Children and Families Act 2014 and the SEN Code of Practise (July 2014) introduce will involve a wholesale transformation of how children and young people with SEND are supported, and a move away from the previous Authority-overseen prescriptive Statementing process, into the Education, Health & Care Planning process. This will have the child or young person at the centre, and will involve a co-ordinated approach to the assessment and EHCP process across all involved parties - children and young people themselves, their parents, schools, SEN service, educational psychologists, speech & language therapists, health representatives and social care representatives.

The broad aims of the AfC SEND Transformation Programme are to implement:

- LOCAL OFFER - accessible website with information on all available SEND provision and services within the boroughs
- CO-ORDINATED ASSESSMENT & EDUCATION, HEALTH & CARE PLANS - introduction of a more holistic approach to supporting children and young people with SEND, with a shorter statutory timeframe from the point of receipt of a request for statutory assessment to the signing off of the EHCP.
- PERSONAL BUDGETS - introduction of the right for parents and young people to request a personal budget in lieu of defined education, social care and health services
- 0-25 PREPARING FOR ADULTHOOD SERVICE - extension of the age range which the service will support. This will involve supporting young people with SEND through further education and into employment and independent living.

Implementation of a new SEN case management system, with functionality to support EHC Planning, with web portal functionality to support the input of young people, parents and external professionals into EHC Plans, is currently in progress.
