Contract Procurement Analyst

Description:

Process consultant contracts requests and amendment requests to include but not limited to:

-

Reviewing, editing, and managing requests for proposals (RFPs) for professional consultant services
-

Reviewing, editing, and revising professional consultant services contracts and amendments for compliance with policy, law, regulations, and ensure contract outcomes/objectives on time, within budget Solicitation No: RJ4638-DL FL210073-JH RJ4638-DL SCVWD -GSD Temporary Staffing April 2015 Page - 10

Awarding approved/executed consulting and non-consulting contracts and amendments
-

Assisting engineering and administrative staff with loading/routing agreements and amendments as well as closing agreements through automated contract administration system
-

Updating contract database and automated contract administration system

Time permitting, the candidates may work on other tasks to include but not be limited to:

-

Developing/revising: policies and procedures, RFP/contract/amendment document templates
-

Preparing memos and documents, reports and presentations.
-

Deliver presentations and training on the use of RFP, contract, and amendment documents/templates, and use of automated contract administration system
-

Conduct special projects and other duties as assigned.

Requirements:

1. Knowledge:

-

Public procurement principles, practices and governing laws
-

Principles, practices and governing regulations of contracting for professional engineering services
-

Principles and procedures of governmental procurement and contract administration
-

Modern principles and practices of negotiations and contract compliance
-

Pertinent federal, state and local laws, codes and regulations including regulations concerning professional services contracting

2. Skill and Ability:

-

Ability to prepare, review, and edit RFPs, contracts, and amendments related to professional consultant service contracts
-

Ability to effectively apply best public procurement principles and practices associated with professional consultant services
-

Interpret, explain, and apply policies and procedures, regulations, and laws as they apply to procurement and contracting for professional consulting services
-

Meet deadlines and prioritize work
-

Analyze situations accurately and suggest an effective course of action
-

Communicate clearly and concisely, both orally and in writings
-

Prepare quarterly, weekly, and monthly performance reports
-

Prepare clear and concise ad-hoc management reports
-

Prepare and analyze data, tables, and charts
-

Excellent customer service skills
-

Proficient in automated procurement systems, MS Word, MS Excel, MS PowerPoint, MS Project
-

Establish and maintain effective working relationships with those contacted in the course of work including District officials and the general public

2.4 Minimum Qualifications/Experience of Pool of Potential Candidates

-

3 to 5 years of public procurement experience gained within the previous ten (10) years, preferably with local government agency related to soliciting/contracting for professional services.
-

Potential candidates may have procurement experience within the private sector as well as the public sector; however, for consideration, only the time spent employed with a public sector entity will be considered. Public entities include:

Local
1. counties

2. municipalities

3. public educational enterprises authorities (parks, airports, water, utilities, etc.)

Other
1. states

2. federal governments

3. military

4. not-for-profit, independent colleges and universities, recognized by the U.S. Internal Revenue Service or similar national regulatory body

Potential candidates employed by the private sector and assigned to the public sector on a Full time basis may have the portion of time assigned to the public sector considered as public procurement experience. In order for the experience to qualify, the applicant must demonstrate that he/she acted as an agent of and possessed the independent authority to act on behalf of a government entity on a Full time basis at the government entity's location.

Any employment experiences for consideration toward meeting the experience requirement must be Full time (30+ hours per week), paid employment.
-

Potential candidates will have an intermediate to advance background in soliciting/contracting for professional consulting services, including full cycle contract processing, from developing RFPs to closing out fully executed projects, and knowledge of local, state, and federal contracting rules and regulations, such as 44 CFR 13.36, state public contracting code, state labor code, and state government code.
-

Candidates must be able to work in a fast paced, team environment.
-

Potential candidates will also possess conflict management skills to help negotiate and resolve informal contract disputes between internal and external customers to help move the contracting process along.
-

Potential candidates will also have strong presentation and facilitation skills to facilitate public, bid defense, and debriefing/feedback meetings/sessions with consultants and district staff.
-

Highly desirable that the potential candidates possess a certificate equivalent to the following: Certified Public Procurement Officer (CPPO) and/or Certified Public Procurement Buyer (CPPB) from the Universal Public Procurement Certification Council; or, a Certified Purchasing Manager (CPM) from the Institute of Supply Chain Management.
