I am looking to hire a Contract Manager - Supply chain; logistics  for one of our Government Sector Clients.

PERSON SPECIFICATION KNOWLEDGE SKILLS AND EXPERIENCE

ESSENTIAL

Service delivery - experience of delivering services (particularly commercial services) within the public sector.

In depth experience of successfully developing, procuring and/or managing complex and high value contracts.

Good understanding of commercial, contract and supplier relationship management techniques and demonstrable experience of applying them in practice.

Ability to communicate complex commercial and contractual concepts clearly and concisely, both orally and in writing.

Ability to successfully communicate business performance in meaningful ways to customers and suppliers.

Undertaking contract negotiations with suppliers in order to deliver on areas such as cost savings, quality improvements or improved delivery timescales.

Engaging with and influencing internal and external stakeholders in order to achieve shared aims and benefits.

Desirable

Experience of project and programme management tools and techniques.

Chartered Institute of Purchasing and Supply (CIPS) qualification or demonstrable equivalent experience

KEY TASKS AND DELIVERABLES

EXPERIENCE REQUIRED ROLE PURPOSE:

To undertake a handover with the incumbent contract manager and then lead a team responsible for managing contracts worth around £150m ensuring seamless commercial provision to the policy team

This is an interim role which requires the post holder to undertake a review of the current service offering on both contracts to establish where there may be efficiencies and/or other ways of providing the service and to then make recommendations to Client.

KEY ACCOUNTABILITIES:

To provide effective leadership and management of the  Contract Management Team (three staff in total) which manages two long term contracts with a total value of around £150m.

Undertake effective ongoing contract management, manage risk, actively seek continuous improvement, efficiencies and savings and make use of technical experts as may be required.

Establish and maintain clear contract management strategies which address the strengths and weaknesses of both suppliers, and proactively identify and address the risks at the same time as maximising value for money.

Act as the first point of escalation ensuring that any potential disputes are resolved

Recognising the long-term nature of the contracts, represent at a senior level in building a relationship with the supplier to achieve the desired outcome of contractual relationship and ensure that national resilience is the key focus at all times.

Maintain effective relationships with stakeholders within national resilience to ensure early involvement and influence in relation to risks, issues and forward planning which impact.
