ROLES & RESPONSIBILITIES

- To provide support to THE CLIENT's procurement team reinforcing its ability to provide a robust and well thought of professional procurement service.
- To provide professional procurement advice to THE CLIENT customers particularly in the areas of the public procurement regulations and OJEU value contracts.
- To be a self-starter able 'pick up and run' with a variety of impending contracting tasks as allocated by the Senior Commercial and Procurement Managers and to work confidently with minimal supervision.
- Liaison with and the provision of professional advice to non-procurement officers in order to ensure THE CLIENT takes properly thought-out and constructed procurement projects to market.
- To compile concise specifications and comprehensive, tailored tender packs.
- To make an active contribution to tender evaluation teams producing high quality contract award recommendation reports for senior management.
- To deliver contracts from which THE CLIENT derives maximum benefit and value for money.
- To deal effectively with any issues or problems relating to the products or services THE CLIENT purchases or the suppliers it purchases them from.
- To provide Professional Procurement Approval back up in THE CLIENT's current and impending eProcurement systems.
- To handle and process requests for quotations from around the business via the Government Dynamic Marketplace.
- To ensure compliant and fruitful use of the collaborative framework arrangements hosted by the Crown Commercial Service.
- To assist the Senior Commercial and Procurement Managers in responding to data requests from THE CLIENT's parent Department (the Department for Transport) and also to assist in compiling responses to parliamentary questions and freedom or information enquiries

KEY SKILLS/EXPERIENCE

- Experience of Contract Management in a public sector environment including exposure to the public procurement regulations.
- Experience of undertaking OJEU - value procurements, using both the restricted and open procedures.
- Experience of budget management or budget reconciliation
- Experience in negotiation and resolution of commercial issues with internal and external customers
- Computer Literate, experienced with MS Word, Excel, email and Internet
- Experience of electronic procurement systems and conducting requests for quotations.
- Experience of using the Government Procurement Services collaborative framework.
- Good knowledge of contract law, procurement practices and legal/guidelines.
- Full driving licence
- Willingness to travel across UK with some overnight stays possible when necessary
