CONTRACT MANAGER- LOCAL AUTHORITY- PROCUREMENT AND COMMISSIONING

Cyberteam are currently recruiting a Contract Manager to work with a south London Local authority.

MAIN PURPOSE OF THE ROLE:

Manage the brokerage staff, motivate and lead brokerage work for learning disabilities to ensure that placements and support arrangements are made promptly with high quality providers and represent value for money for the Council. Coordinate activity between education, housing, social workers, commissioning, and the provider market to identify current and future demand, matching demand and need with supply, and secure appropriate accommodation and support for people with learning disabilities. This role will work to broker accommodation and support for children and young people aged 14-25 in transition and adults with learning disabilities.

WHAT THEY ARE LOOKING FOR:

Relevant professional qualification in Commissioning or Purchasing and Supply, or recent relevant experience
Knowledge and understanding of the Council and the department's objectives and goals to improve health and well-being for the local community, including more vulnerable children and adults, and families
Knowledge of commissioning and procurement processes for community health and social care provider services for children, adults and families with specific reference to care packages, contract and quality assurance processes.   
Knowledge of the market for care and support services, together with private and voluntary sector providers and other related agencies.  
Knowledge of the Ofsted and Care Quality Commission essential standards and relevant legislation and guidance. 
Good understanding of how to support and manage staff effectively.
Proven experience of contract negotiation, particularly in relation to health and social care services. 
A track record of successful negotiations with Service Providers around contract specifications and costs. 
Experience of working jointly with Care Managers, Social Workers and Service Providers to produce creative, cost effective support plans. 
Successful experience and proficiency in data entry, analysis and reporting of financial data from spreadsheets and databases. 
Experience of costing support plans for individuals in adult social care including experience of using the Care Funding Calculator, or similar.
Experience of working with providers of residential, supported living and specialist care and assessment, and arranging service contracts for individual clients in the UK.
Strong negotiating and influencing skills, with a proven ability to undertake successful negotiations, consultation and liaison with a wide range of agencies and professionals, and with service users and carers.
Self sufficient in the use of IT - Word, Excel, PowerPoint and the Internet.
Good planning, time management and organisational skills to support self motivation and ability to work on own initiative.
