Contract Manager

CONTRACT MANAGER with EU PROCUREMENT experience required for initial 6 MONTH CONTRACT with PUBLIC SECTOR organisation in GLASGOW.

The client has a PPP agreement with an external supplier which is due to expire shortly. The expiry of this contract coupled with forthcoming changes to the external operating environment mean there is an opportunity to review the purpose and function and update the company business delivery model and processes.

Duties will include:

- Manage the exit strategy and exit plan for the current PPP contract in preparation for the re-tender, transition and implementation of any new contracts
- Take the lead in coordinating all aspects of negotiations required with the current provider and manage the current supplier relationship for the duration of the contract and during transition to a new supplier
- Provide ongoing contract and supplier management for the duration of any new contracts by montioring performance, ensuring SLAs and KPIs are met, driving continuous improvement and ensuring value for money
- Investigate and take appropriate action when dealing with breaches of service levels/agreements
- Ensure compliance with relevant legislation, deliver accurate MI and provide timely communications
- Develop and implement procedures for both contract and supplier management; ensuring compliance with policy and EU procurement regulations

Experience required:

- Experience of developing and implementing contract and supplier management techniques
- Experience of the European procurement regulations
- Significant experience of purchasing and procurement across a broad range of environments, including: tender process, drafting, negotiating and managing the procurement process, and monitoring, reviewing and evaluating the contract compliance
- Knowledge of ICT contracts would be highly desirable
