Contract Manager

THE ROLE:

The Contract Manager reports to Program Manager and will:

- Develop, operate and maintain contract management plans, methods and procedures that will meet the needs of the PRP and its stakeholders;
- Oversee activities to mitigate and control identified risks associated with priority contracts that support the current, transition and future state passport systems;
- Provide high quality and timely advice and reporting to the Program Manager, Program Board and Senior Executive stakeholders on the:
- Management of priority contracts and agreements;
- Control and treatment of risk and issue management associated with priority contracts and agreements;
- Impact and value for money determination of contract variations; and
- Delivery of the PRP contract management plan.
- Work with PRP stakeholders including business owners, system owners, project managers, solution architects, engineering staff and other specialists to ensure that contract management risks and issues are managed;
- Oversee the development, negotiation and value for money assessment of change proposals and variations to priority contracts affecting PRP projects and services;
- In association with the PRP Finance Officer and PRP Project Managers review supplier billing to ensure contract requirements have been met;
- Manage documentation and records management to support all transactions and operations; and
- Prepare and review submissions and reports on contract management matters.

SKILLS/EXPERIENCE:

- Demonstrated ability to analyse and understand commercial conditions in contracts;
- Demonstrated experience planning, managing and reviewing service contracts for ICT business systems;
- Ability to identify, assess and implement mitigation plans to control risks associated with commercial service provider arrangements;
- Ability to apply knowledge of the Commonwealth procurement framework, including all relevant legislation, rules, regulations, policies and better practice guidance;
- Strong written and verbal communication skills, with a proven ability to communicate with ICT and business senior executives, internal and external stakeholders and to escalate issues appropriately; and
- Qualifications in procurement/contract management will be highly regarded.
