SENIOR CONSULTANT - BPM, ARIS, JAVASCRIPT, JAVA

For a project with the European Commission we are looking for a Consultant with specific expertise in Business Process Management.

CONTEXT/INTRODUCTION AND OBJECTIVES
Unit DIGIT 01 of Directorate General for Informatics (DIGIT) has the mandate to facilitate, in close collaboration with other units of DIGIT and the local IT teams, the implementation of the duties of the Corporate Project Office foreseen in SEC (2004)1267 and SEC(2011)1500, including support for e-Commission and IT Rationalisation programs.

These duties comprise:

- The preparation of Information Systems Projects Management Board (ISPMB) and Methodology, Architecture and Portfolio (MAP) working group meetings.

Background work as follows:

- Maintain the Enterprise IT architecture.
- Maintain and support an information systems management and development methodology providing training and consultancy aid to the services requiring assistance.
- Participate in the review of schémas directeurs, project definitions and business cases produced by the Information Systems projects of the Commission and publish the information collected.
- Develop and maintain a system describing the existing portfolio of information systems as well as the projects permitting its evolution. This portfolio management system will permit the sharing of the information of what systems are available and what systems are planned, hence allowing for knowledge sharing, dissemination of best practice, transparent decision making as regards the new systems to be funded and change management.
- If requested, it may assure an assessment of the compliance of specific information systems developments to the applicable guidelines and standards.
- The promotion and implementation, in collaboration with the horizontal services, of the conclusions of the decision SEC(2004)1265 on interoperability.
- The establishment and yearly update of the Commission's IT strategy, in cooperation with the horizontal services and other DIGIT units.
- The monitoring and reporting on progress at corporate level towards an e- Commission and the promotion of best practices.
- The identification and initiation of the required corporate actions and methods to facilitate an e-administration. This includes elaboration and maintenance of an integration architecture supporting the Commission's business processes, permitting interoperability of information systems and steering the definition and implementation of the related information technology infrastructure.

To assist the DIGIT 01 "Methodology, Interoperability and Architecture" Section in further defining, developing and implementing its Enterprise Architecture duties, the Section wishes to obtain the services of a BPM Consultant.

DESCRIPTION OF TASKS
The service provider will provide consulting services and is expected to contribute to the following Enterprise Architecture activities (non-exhaustive list):

BUSINESS PROCESS MANAGEMENT

- Assistance and advice on further developing the methodology and supporting tools, including guidelines for modelling to execution within a corporate platform;
- Assistance on the technical administration and maintenance of the Enterprise Repository and support for development of custom reports via Scripting;
- Assistance on the development of BPM Governance at corporate level;
- Contribution to enlargement and animation of the Community of Practice;
- Assistance/consulting on methodology to BPM projects in the Commission's DGs.
- Assistance in the further development and implementation of the CEAF within the Commission's Directorates General;
- Assistance for implementing the DGs contributions to CEAF artefacts in the Enterprise Repository and for development of customised reports;
- Improving the integration of the CEAF with complementing Commission's methodologies such as PM2 and

SERVICE ORIENTED ARCHITECTURE

- Assistance in development of strategy, governance, methodology and supporting tools;
- Synchronisation with the methodology, including assistance for process Automation in an SOA context.

WORK ENVIRONMENT/CONDITIONS
The work will be carried out in the Commission's premises in Brussels. The service provider may be requested to participate in project meetings with the Commission's services in Luxembourg.

The working languages are English and French.

EXPERTISE
The service provider must have the following expertise:

- The experience as stated in the framework contract for the regarded profile;
- Extended experience in the area of Business Process Management;
- Business process modelling for execution (BPMN, BPEL, ) skills for transferring BPM models from ARIS to a corporate BPM execution platform;
- ARIS Scripting and/or JavaScript and/or Java programming skills for developing ARIS custom reports;
- Good knowledge of English (spoken, written);
- Rapid self-starting capability and experience in team working;
- Ability to do presentations in front of large and varied audiences;
- Good planner, able to follow more than one assignments at a time;
- Proactive attitude, communicative (ie good listener) and customer/result oriented;
- University degree in a relevant field.

SPECIFIC EXPERTISE
The candidate must have the following specific expertise:

- Business Process Management and/or
- Business Process Automation and/or
- ARIS Tools & Scripting (ARIS or JavaScript or Java) and/or
- Enterprise Architecture and/or
- Service-Oriented Architecture.
- A minimum of 9 YEARS of expertise is required.

OTHER PRECISIONS

- The following experience is considered an advantage:
- Familiarity with specialised EA frameworks and methodologies such as Business Rules Management, Master Data Management, SOA, TOGAF, etc.
- Familiarity with XML, SOAP and REST
- Familiarity with Oracle DB and/or MySQL
- Experience with BPMS: Oracle BPM
- Familiarity with MS MOSS (sharepoint)
- French (spoken, written).
