CIS ENGINEER/NATO/MONS/BELGIUM/NATO SECRET/SC CLEARED

Location - Mons, Belgium

Duration - 6 months

Rate - €400 - €500 Per Day

Clearance required - SC/NATO SECRET

Introduction

Under the governance of the Service Level Agreement (SLA) between the NCI Agency as the service provider and the NATO CIS Group (NCISG) as the service customer, NSII Operations are responsible for the provision of the DCIS service to the NATO CIS group (NCISG). The NCI Agency NSII Operations are responsible for the DCIS service through all phases of the life cycle from development of the requirement through to procurement, transition into service and eventually the final disposal. NSII operations have the cross service line authority within the NCI Agency and are responsible for ensuring that the DCIS capability is maintained at a level commensurate to the operational user requirements.

The DCIS systems in NATO provide the Command and Control (C2) applications to the Operational Command whilst deployed in support of Allied Command Operations (ACO). The DCIS system comprise of transmission, network, application, management and support equipment elements.
The NATO level of ambition results in a requirement for 46 deployable CIS systems with a deployable staff from the NCISG of over 1500 supported by 140 personnel from the NCI Agency who provide support for level 3 engineering, level 3 maintenance, training and support to operational and exercise planning. Each of the 46 systems comprise of elements from communications (transmission and networking), cyber security, common desktop office applications and community of interest applications that are built into rugged and robust deployable enclosures that are supported with deployable generators and environmental conditioning equipment.

Tasks

Under the direction of Operational CIS Service Operations Manager, the incumbent will assist the Project Management Team in perform duties such as the following:
-Assist in technical investigations including preparation for technical testing, collection of test data and supporting information during testing, and in the processing and analysis of test data;
-Conduct assigned project tasks and ensure their timely completion within assigned budgets;
-Assist in the preparation and conduction of measurements and field trials, and the analysis and documentation of the results;
-Participate in the design, development and operation of scenario generation and evaluation tools;
-Programming activities needed to develop, maintain and modify software packages for processing the outputs from existing Real Time systems and simulation models;
-Assist in the design, development, upgrade, operation, maintenance, and documentation of testbeds and other such facilities;
-Assist in the integration of recorded or Real Time data including format conversion for information processing systems;
-Assist in the fielding of prototype systems for operational evaluation;
-Assist in the preparation of specifications of equipment for procurement;
-System administration duties;
-Deputize for higher grade staff
-Performs other duties as may be required.

Required Qualifications

The individual must:
-Have at least 5 years demonstrable experience as a manager in an IT organisation in the field of service provision;
-Demonstrate fluency in both spoken and written English.

Essential qualifications:

The incumbent should possess the following experience and education:
-Vocational training at middle level in a relevant discipline, or equivalent, or a diploma of secondary education;
-Demonstrable experience of at least 5 years of recent experience in three or more of the following;

*JAVA programming in TCP/IP based communications related applications;
*Design of and implementation support of IP-based communications solutions including Router, hub and switch setup and configuration;
*Protocols and concepts: VPN, MPLS, OSPF, BGP, QOS;
*Measurements and monitoring systems: HP/OV, Cisco ISM, Sniffer, Wireshark;
*Security devices such as Firewalls, proxies, guards, intrusion protection systems;
*Virtualised environments (Hyper-V, VMware, etc.);
*Remote Access Services such as Citrix, Microsoft, etc.
-The ability to communicate effectively in writing by contributions to technical documentation such as technical notes, reports and reference documents;
